Research On The Development Status,Problems And Countermeasures Of E-government In China

Looking back at 2020,our country remained vibrant and upstanding after experienced considerable vicissitudes.Under the COVID-19 global epidemic and the harassment from other countries,we are close to accomplishing the Hundred-Year Marathon and heading to the China Power project.At present,the epidemic has led to a decrement in the global economy,while China’s GDP tops 100 trillion yuan for the first time.The government’s efficient response is inseparable from the development of e-government.Information technology plays an important role in the governance of the country.“Internet + government services” has emerged as powerful platforms for future management and service.The development of e-government can not only promote economic and government efficiency but also resulting in cost reduction and contributing to establishing informatization of government and society.By analyzing the United Nations e-government reports over the years,it is demonstrated that there is a continued increase of e-government in China,with considerable improvements in full-scale.The new digital government platform has built effective communication among the government,the public,and companies,which greatly improves the quality of public services.To conclude,China has achieved great progress in digital government development.However,far too little attention has been paid to the challenges of the current e-government in China,for instance,the Information Isolated Island,which is because of the lack of government propaganda,the inconsistency in construction standards,barriers to policy formulation,and unsound government structure.Therefore,the present tasks that promote the reform,development,and modernization of China are to accelerate the development of e-government,work hard to overcome the dilemma of Information Isolated Island,and build a power Internet.In this paper,the state-of-art techniques and development of e-government are first investigated,and then the fundamental situation of e-government at home and abroad is analyzed in depth.By Comparing the developing path of e-government in foreign countries,we summarize four reasons for current e-government in China,follows by the misunderstanding in e-government,slow construction of the platforms,not timely for related laws,and barriers between different departments in information sharing.Explore our country electron government affairs development in the propaganda push,industry standards,industry regulations,and information sharing of four heavy predicaments,and carried on the thorough analysis of the causes of the observed successful cases abroad,this paper analyzes the reasons of success,analyze the lessons of failure and learn from the successful experience.To solve the problems layer by layer,finally to break the information island phenomenon,the establishment of efficient,fast,interconnection e-government platform as the goal,to find out a way in line with the actual situation in China,puts forward the four solutions to problems in the field of our country electron government affairs.First,enhanceing departmental services: strengthen government publicity,strengthen characteristic services,and enhance people’s sense of gain;Second,unified Industry Standards: establish and improve the uniform parameter standards,build a long-term reference mechanism;Third,perfecting the laws and regulations: improve e-government laws and regulations,and build a long-term legal guarantee mechanism;Fourth,shared area information: the establishment of information sharing-high-level coordination system,to build a long-term communication mechanism.We should get rid of the phenomenon of "longitudinal strong and horizontal weak" information island,establish efficient,fast,and orderly government services,build an information-sharing platform for interconnection,and strive to achieve the goal of China’s political system transformation and economic take-off again.
