After the Moon Jae-in Administration came to power,the development plan of the “Ocean-oriented Navy” was further inherited and developed.The intention and layout of expanding maritime power in the Indo-Pacific region and even the world have gradually become clear,and the development and construction of multi-type naval strategic platforms and weaponry are also planned.In recent years,it has been introduced to comprehensively use multiple forces in the ocean around the country to strengthen the control of disputed islands and reefs.These all carry South Korea’s long-cherished desire to further pursue the strategic goal of “global maritime power”.To a large extent,its direct and related reactions constitute a negative impact on China’s peaceful rise on the ocean and the construction of “a community with a shared future for the ocean”.The practice of maritime security cooperation and the process of mutual trust among countries in Northeast Asia have also been impacted greatly.In view of this,the research on the maritime security policy of the Moon Jae-in Administration is intended to provide practical considerations for China to analyze the current maritime security policy of ROK and to protect maritime interests,to strengthen a more academically rational view of the meaning and representation of ROK’s maritime security concept.The content construction also contributes to enriching the research results of maritime security policies for middleweight countries and even small countries.The geopolitical characteristics of ROK are one of the most important factors that determine the formation of ROK’s maritime security concept.The long-term geopolitical reality of sea-land complex,great power game and multiple threats has become an important background for the gradual development of its maritime security concept and the integration of the triple characteristics of transmutation,malleability and comprehensiveness,and it has profoundly affected the maritime security policy formulation and practice of the Moon Jae-in Administration.In recent years,under the cross-effects of the expansion of economic and maritime interests,changes in the geopolitical environment,the transformation of inter-state relations,and frequency of unconventional security incidents,Moon Jae-in Administration regards the US-ROK sea power alliance,“National Defense Reform 2.0”,“Ocean-oriented Navy 2.0”,smart maritime strength and maritime unconventional security governance as the main content structure,upholds the concept of “complex maritime security concept”,balances offshore security and ocean security in policy practice,as well as unconventional security actively.So,to a greater extent,the initial construction of maritime deterrence,the balanced development of offshore areas and ocean,effective cooperation in diplomacy and security affairs,and the improvement of maritime unconventional security governance have been achieved.However,the implementation of Moon Administration’s maritime security policy is also deeply affected by the hedging between the alliance’s basic axis and the multilateral balance,the relative lag in the development speed and level of maritime power,the swinging transformation of awareness of major threats to maritime security,hard progress in the maritime security cooperation in the region,and many other constraints.To a large extent,its expected goals are difficult to achieve completely.
