The Evolution Of ASEAN Norms And The Integration Of East Asia-from The Perspective Of Normative Life Cycle Theory

In recent years,due to the intensified competition between China and the United States and the diversified overlap of East Asian cooperation mechanisms,the integration process of East Asia is considered to have stalled,which has delayed the progress of East Asian cooperation and integration to a certain extent.However,when the new crown pneumonia epidemic invades the global economy and global governance temporarily Under the background of failure,East Asia cooperation bucks the trend.This is a major international event that parallels the changes in the power structure in East Asia.Where to go for future East Asia cooperation is a major issue of both theoretical and practical significance.On November 15,2020,the Regional Comprehensive Economic Partnership Agreement(RCEP)was officially signed.As an important milestone in East Asian economic integration,it shows that there are new development opportunities for East Asian integration.This economic cooperation agreement,which is promoted by ASEAN and covers the entire East Asia,shows a new direction for regional cooperation in the context of global cooperation in the post-epidemic era.For a long time,East Asian cooperation has shown the characteristics of a "small horse-drawn cart",which is a unique model developed in the specific practice of East Asian cooperation.Since its establishment,ASEAN has sought to restrict actors with norms,build and improve ASEAN norms in the construction of ASEAN’s own community,and make them the dominant principle of cooperation in East Asia.The multilateral mechanisms promoted by ASEAN can be incorporated into East Asian countries and other countries with major interests outside the region.The reason is that ASEAN regards ASEAN norms as the principle of mechanism access,integrates fragile cooperation ties through the socialization process of interaction,provides a platform for communication and exchanges in the role of third-party control and coordinator,and uses the network formed by multilateral mechanisms to frame East Asian countries The norms of cooperation,thus playing the role of a leader disproportionate to the strength in the process of East Asian integration.The first part of this article explains the research background and the relevant connotations of the normative life cycle theory;the second part analyzes the ASEAN’s proliferation of ASEAN norms and the use of the “ ASEAN approach ” to regulate East Asian countries,especially the historical evolution of the major powers,based on the constructivist norms ’life cycle theory.ASEAN’s actions to expand ASEAN’s norms during the rise and popularization of the norms summarized the internal and external factors affecting the spread of ASEAN norms under the network of multiple cooperation mechanisms.First,the political instability of ASEAN countries will damage the cohesion of ASEAN to build a community;The proliferation of a wide-scale East Asia region encounters the dilemma of norms being challenged;the third part is based on the complex multilateral network of East Asian cooperation and the dependence of East Asian cooperation on the ASEAN norm center,pointing out the economic cooperation,regional identity,and institutional creation of the ASEAN norms in the process of East Asian integration.The three foundations explain the role of ASEAN in the expansion of the East Asian multilateral cooperation mechanism,which is the key to the continued expansion and vigor of the ASEAN norms;the fourth part discusses East Asia based on the purpose of the evolution of the ASEAN norms to promote the complete internalization of the norms The path of integration—multiple security community.The realization of the common goal of East Asian countries is the dual demand of history and reality.It discusses the“ central ” role of ASEAN in East Asian cooperation and the expansion of the“ASEAN+”institutional structure.Basic conditions and applicability of a pluralistic security community.Finally,based on the 30 th anniversary of the China-ASEAN partnership,this article discusses the need to continue to deepen China-ASEAN cooperation in order to achieve greater effectiveness in China’s neighboring diplomacy,and to use the “two-wheel drive” to provide a useful reference for East Asian security cooperation and governance.In general,the great changes unseen in a century require East Asian countries to work together to explore the path of regional development.Only in this way can the vitality of East Asia be demonstrated and a model for regional cooperation in the world.
