In 2019,after Abdelaziz Bouteflika,a political strongman,was forced to step down,the Algerian army stepped forward from behind the scene to take overpower.Algeria’s Civil-Military Relations have become the focus of continuous attention of the international community.Based on this,this paper uses " Theory of Concordance" to analyze the interaction process of an army,political elites and ordinary citizens in the military,military and political and military and social levels to compare their preference for cooperation at different levels.Trough the research,the author found that the Algerian army officer group refers more to an elite class,which is based on a professional military and the mastery of special skills,all political decision-making processes involving the determination of military needs and material distribution channels are always the sole responsibility of the general staff of the army,and the compulsory conscription and the divergence of the civil attitude about the role of the military also largely hinder the communication and integration between army and citizen.Therefore,according to "Theory of Concordance",it is difficult for Algeria’s Civil-Military Relations to achieve real and effective concordance,for the following two reasons: First,the Algerian government is more inclined to regard the army as a threat of institutionalized violence and make the self-assumption that the army’s participation in politics will be detrimental to political democratization,which will be the normal state of constant tension in Algeria in the future.Second,as an independent power in the political structure,the army has always implemented the state’s management of social organizations and individuals through powerful means when adhering to the spirit of professionalism,sense of responsibility and group awareness.This not only makes it difficult to coordinate the Civil-Military Relations itself,but also,in a certain sense,goes beyond the concordance scope of the Civil-Military Relations.It is deeply influenced by specific historical background and cultural environment factors.Thus,against the background of strong religious forces and ethnic conflicts,maintaining national stability and democratic development cannot do without the support of the military.
