In the context of globalization,relations between countries have become closer,and international exchanges such as tourism,commerce,and non-governmental exchanges have become more frequent.However,we have noticed that globalization is a double-edged sword.While promoting the vigorous development of international economy and trade,it has also brought many complicated problems to the world.International cooperation in the prevention and control of infectious diseases is one of the important issues.With the aid of modern and fast developed sea,land and air transportation systems,infectious diseases can easily spread across regions and borders quickly.As a result,public health issues are no longer an internal matter of a country.How the international community can work together to quickly respond to and control the epidemic has aroused more and more people’s attention.As of January 18,2021,more than 95 million people have been diagnosed with the COVID-19 outbreak in early 2020,causing more than 2 million deaths worldwide,bringing the survival and development of all mankind There is a huge threat.Since COVID-19 is highly contagious and concealed,the international epidemic prevention and control situation is still very severe so far,and effective international health cooperation is urgently needed for support.The current international health cooperation system is not perfect.The International Health Regulations on which the prevention and control of international infectious diseases are based and its implementation have many problems,including insufficient enforcement,and PHEIC under the International Health Regulations(Emergency of International Concern).Public health incidents)are stuck in implementation,etc.Moreover,the regulations themselves lack specific provisions on cooperation and assistance,and there are no clear sanctions rules for violations of the regulations.Developing countries are still in a disadvantaged position in global health governance.Contracting states and international organizations have inefficient cooperation in health prevention and control,and the principle of non-discrimination has been undermined.It is particularly worth noting that in the process of global epidemic prevention and control,individual countries have failed in prevention and control and shirk their responsibilities.Some countries have used the virus to stigmatize other countries,and even led to conflicts of legal proceedings between countries.These phenomena highlight the weakness of international law in global public health governance.In the absence of international legal norms,the allocation of powers and obligations by international organizations and countries has made global public health governance like a piece of paper,and its mechanisms and systems are difficult to perform as they should.Therefore,to strengthen the enforcement of international legal norms to promote the effective implementation of international cooperation in the prevention and control of infectious diseases,and to build a community with a shared future for mankind,it is necessary to coordinate domestic law and international law to enhance the internal impetus for the implementation of international law,combining "soft law" and "hard law" Promote compliance with the International Health Regulations,focus on improving the capacity building of developing countries in the field of public health,strengthen the core position of the World Health Organization in global public health governance,and specifically improve the International Health Regulations on disease prevention,surveillance,Various control and response mechanisms to facilitate international cooperation in the prevention and control of infectious diseases.
