The Impact Of The Equalization Of Basic Public Services On The Regional Residents’ Consumption Gap

At present,the key to promote the benign development of domestic economic cycle is amplify domestic demand and boost consumption,while the consumption gap has a profound impact on the overall consumption ability of residents.Equaling access to basic public services has always been an important policy concept of the government.The purpose of equal access to basic public services is to enable all residents to have equal access to basic public services.Theoretically,it can effectively make up for residents’ private consumption inequality through government expenditure and institutional guarantee.Then,whether the promotion of equal access to basic public services in our country has effectively narrowed the gap between household consumption?This paper focuses on the consumption gap between regions,through empirical test,on the one hand,probing into the impact of regional consumption gap;On the other hand,to explore the fundamental public services equalization result on residents’ consumption structure gap.First of all,based on the literature review on the degree of basic common services equality and consumption disparity,this thesis further retrospect the research on the relationship between basis common services and consumption gap in accordance with the ideas of level to level and fair pair gap.By combing existing research theories,the theoretical model about the machine of basic common services on residents’ consumption was constructed.Based on this,the paper discusses the difference of the influence of common basic benefits on the consumption of residents in different regions,and constructs the influence path and theoretical model of the equal degree of basic common welfare on the consumption gap of residents in different regions.Further,by comparing the differences of elasticity of demand and income and expected effect of residents in different regions,the influence machine-made of the equalization of basic common services on the gap of consumption structure of residents in different regions is sorted out.Then,based on the relevant data of 30 provinces from 2006 to 2018,the basic common service supply index was constructed to replace the public service variable,and then the relational data model about the equalization of fundamental public service in different regions on the consumption gap was constructed.QAP(secondary assignment procedure)method was used to test the parameters.The research finds that:first,under the whole sample,the equal degree of fundamental services can narrow the gap of regional residents’ consumption.Every unit of increase in the level of equalization helps to improve the gap of residents’ consumption by 9.6%.Second,in terms of the consumption structure,to equal and balanced get the basic public services have significantly narrowed the gap between residents’ development and their enjoyment of consumption,helping to improve their consu’mption level and promote upgrading of rural consumption.Third,according to the heterogeneity analysis,only the economic equal of BPS has a positive result on the gap between residents’consumption quantity and the regression result is 0.182,Also,only the economic equal of BPS has a positive effect on the gap between residents’ development and enjoying consumption,and the result is 0.383.Finally,the thesis summary the research conclusions and come up with policy suggestions on how to deepen the equalization of fundamental public services in order to narrow the gap of regional residents’ consumption and structural gap.
