As a kind of scarce resource,attention of leaders is bound to be distributed in the face of increasingly heavy work content.The distribution of attention of local leaders plays an important role in the implementation of local policies.It can not only effectively promote the development of work and turn the attention of leaders into the driving force of work,but also coordinate the relations among all parties in the work,rationally allocate administrative resources and strongly promote the implementation of policies.However,the current domestic research on leaders’ attention is still in the initial stage,and most of the research focuses on taking leaders’ attention as a way of resource allocation,or taking leaders’ instructions and visits as research samples to explore the changes in leaders’ attention distribution.However,there are still few researches on the distribution of attention of local leaders,and the distribution of attention of leaders is mainly based on text research,lacking of county experience and systematic analysis framework to explain the distribution of attention of local leaders.The purpose of this paper is to through H county rural credit system demonstration pioneer local leaders attention allocation in the process of construction,analysis the main factors influencing the distribution of attention,verify the feasibility of the theory of leadership attention,and constantly enrich the theory of county experience,to better explain China’s local chief attention allocation factors provide reference case.In the construction process of the rural credit system demonstration pilot county,the local leaders of H County paid more attention to the rural credit system demonstration pilot county from the beginning of the application to the end of the application,indicating that the distribution of attention of the local leaders of H County has changed in the pilot construction process.Based on the theory of attention distribution,this paper analyzes the influencing factors of the attention distribution of local leaders in H county from the perspectives of institutional factors and non-institutional factors.On the institutional level,promotion incentives and fiscal and tax support in the incentive mechanism provide local leaders with positive incentives at the beginning of the pilot competition and promote local leaders in H County to pay high attention,while the lack of accountability mechanism makes leaders’ attention shift in the later pilot construction process without sufficient restraining mechanism.The policy objectives themselves are characterized by weak priority,high ambiguity,and strong complexity,as well as the high policy cost,which makes the local leaders of H County lack the conditions for focusing attention.At the non-institutional level,the high-level mobilization and informal relationship strongly stimulated the attention of local leaders at the early stage of the pilot work,which made local leaders attach great importance to it.In the later stage,after the strong stimulus,the pressure of leading departments and the uncertainty of leaders’ tenure made it difficult for local leaders to concentrate their attention.In the case that local leaders in H County cannot focus on it for a long time,the construction of the demonstration pilot project of rural credit system in H County is not satisfactory and finally fails to pass the acceptance.The analytical framework of attention distribution composed of institutional factors and non-institutional factors provides a new research perspective for attention distribution,but there are still many factors affecting attention distribution that need to be further explored.
