Research On The Management Of Special Poverty Alleviation Funds For Ethnic Minority

On the road of socialist poverty alleviation with Chinese characteristics,special poverty alleviation funds occupies a dominant position.Since 2012,nearly 1.6 trillion RMB has been invested in this fund from the central government to the county level.The management of the Special Poverty Alleviation Funds determines whether or not the success of China’s poverty alleviation and rural revitalization strategy.The Special Poverty Alleviation Funds For Ethnic Minorities is a special poverty alleviation fund specifically designated for helping ethnic minorities escape poverty.Good management of this fund has far-reaching implications on fulfilling the important instructions of "Achieving a well-off society in an all-round way,no one of the ethnic minorities can be less,and no one can be left behind" emphasized by President Xi Jinping.This article is based on the principal-agent theory and policy process theory,through case study method and in-depth interview method,from the entire process of investment,distribution,use,supervision and performance evaluation in the management of Special Poverty Alleviation Funds for Ethnic Minorities of Province A,to analyze the How to manage Special Poverty Alleviation Funds for Ethnic Minorities well under the hierarchical entrust-agent relationship.This article finds the following problems in the management of Special Poverty Alleviation Funds for Ethnic Minorities:the investment is difficult to meet the demand;the allocation lacks unified standards,and it is difficult to balance fairness and benefits;the utilization method is single,and the project concentration and profitability are not strong;the management supervision lacks the whole process and integrity;the performance evaluation system is not complete,etc.Therefore,based on theory and actual work,this work puts forward the following suggestions to unblock information,channels,clarify implementation standards,do a good job in overall planning and coordination,and improve the evaluation system,so as to promote the increasingly standardized management of Special Poverty Alleviation Funds for Ethnic Minorities.
