The common prosperity of all ethnic groups is one of Chinese three national policies.Since 1949,the economy in ethnic areas has been greatly developed,higher education has developed rapidly,the quality of workers has been continuously improved,and the level of urbanization has gradually improved.The income of the people has continued to increase,especially the income of ethnic minority people in ethnic areas has increased significantly,and infrastructure construction in various areas in ethnic areas has also been gradually strengthened.While achieving outstanding achievements,ethnic regions are also facing some problems,such as insufficient and unbalanced internal development in ethnic regions.Under the background of China economic entry into a new normal,we will continue to maintain high economic growth in ethnic regions and help various people in ethnic regions.On the road of common prosperity,human capital has become a key link.Therefore,exploring the role of human capital in the economic growth of ethnic regions in the past from the three dimensions of education,technology,and health,and what role it needs to play in the future,has become the core issue of this paper.On the basis of combing the relevant domestic and foreign literature,this article determines the static and dynamic effects of human capital in ethnic areas from the three aspects of education,science and technology,and health.Applying fixed effects model analysis,adding urbanization rate as a threshold variable,setting up a threshold model to further study the static effects of three kinds of human capital;establishing a panel vector autoregressive model(PVAR model)to study dynamic effects on it,passing relevant tests to make preliminary judgments on the relationship of related variables;using the impulse response analysis method to explore the impact on it of the three human capitals in different cycles;use the variance decomposition method to explore education,technology,and the contribution rate of human capital in the three dimensions of health to the variance of it in ethnic regions.This article finds through empirical results that human capital in the three dimensions of education,technology,and health presents a long-term equilibrium phenomenon for it of ethnic regions,thus confirming.Therefore,human capital plays a role in promoting it in ethnic areas.However,there are differences in the static and dynamic effects of human capital on it between ethnic regions and within different time periods in the same ethnic region.This is closely related to the level of economic development,material capital investment,and infrastructure levels in ethnic regions.Educational human capital is the Granger causal cause of it.From the perspective of static effects,the promotion of education human capital is the largest;from the perspective of dynamic effects,the promotion of it shows a gradual increase,but the rate of increase is very slow In the early stage of economic growth in ethnic regions,it played a small role,and the contribution rate of it variance is also a slow upward trend.The relationship between human capital of science and technology and it is a two-way Granger causal relationship;on the one hand,from the static effect,the promotion effect is second;on the other hand,from the dynamic effect,the promotion effect is not significant early times,and then the promotion effect slowly rises and then reaches equilibrium,but on the whole it is not as great as the promotion effect of education human capital.From the perspective of static impact,the promotion of it ranks third;from the perspective of dynamic impact,the promotion of it in ethnic areas is not significant,and the contribution rate of variance is also very high.It is small,but the basic role of it in the economic growth of ethnic regions cannot be ignored.This also shows that the health resources of ethnic regions themselves are lagging behind,and they need to be improved.The promotion effect of the urbanization rate and the advanced level of the industrial structure is not obvious,but when the urbanization rate is a single threshold variable,when it is greater than this threshold variable,the promotion effect of three human capitals show a significant increase;when it is less than this threshold variable,the opposite state is present.The urbanization rate as a threshold will affect the promotion of human capital in ethnic areas.Based on the conclusions of qualitative analysis and quantitative analysis,and based on the status quo of human capital in ethnic areas,combined with the status quo of economic development in ethnic areas,the following suggestions are put forward increase support and investment in education in ethnic areas,pay attention to the quality of education development;focus on science and technology and health Cultivation and introduction of health professionals;vigorously promote the process of urbanization,combining urbanization with public services,regional economic growth and industrial structure adjustment;speed up the development of vocational skills education and skills training.
