| Since the Eighteenth CPC National Congress,especially after the establishment of the Ministry of Emergency Management,the production safety risk management system and capacity have made great progress.China’ s production safety has maintained a stable and sound trend,but the overall situation is still grim,risks in traditional high-risk industries such as hazardous chemicals,mines and transportation have not been effectively prevented and controlled,and major accidents still occur from time to time.The problem of responsibility implementation in the field of work safety has not been fundamentally solved,and it is the management of work safety risks has a long way to go.From the perspective of production safety responsibility avoidance and the theory of responsibility government,it analyzes the main forms,characteristics and objective causes in the field of production safety,and summarizes the main form of responsibility avoidance as hidden procedure,conversion responsibility subject and empty responsibility procedure.At the same time,the author found that the current institutional defects,institutional loopholes in the field of safety governance and the subjective self-interest of the responsible person will lead to responsibility avoidance behavior,and eventually endanger the smooth realization of the goal of production safety.Based on the above analysis,this study forms and consolidates the administrative culture of responsibility,improves the accountability mechanism,supports heterogeneous accountability,implements the accountability object and corresponding power and responsibility;implements the accountability effect,improves the supervision mechanism,introduces big data supervision technology to normalize supervision and other policy suggestions,and truly realize the governance goal of safety development. |
