| The development of China’s metrology supervision has gone through the development process of ancient metrology management represented by Qin Shihuang’s unified national metrology,to the industrial metrology management implemented by the metric system in the Republic of China.Finally,a more systematic measurement management system has been formed.China’s “Measurement Law” has been implemented since 1986,and China’s measurement supervision has gradually shifted to the rule of law.With the rapid development of economy and science and technology,the problems of measurement supervision in the current "Measurement Law",which has been implemented for 35 years,are gradually exposed.At the beginning of this article,I combed the historical development of the measurement and supervision system in different periods from the pre-Qin period to the New China,and briefly analyzed and summarized this historical development process.Finally,I got the problems existing in China’s current measurement and supervision system,mainly Instrumental and result-oriented measurement supervision concepts cannot adapt to changes in the market economy;the measurement supervision mode is mainly a government-led,sub-centralized type,and the autonomy of enterprises is limited;penalties for measurement violations are not enough,and it is easy to make the measurement method flow Due to the form,it cannot play a real role.The author combines the merit of the measurement and supervision system of representative countries in foreign countries,and adopts the “Measurement Law(Revision Draft)”submitted to the public by the Ministry of Justice in July 2018 and the relevant measurement supervision in the current measurement law.The legal provisions are compared,and it is concluded that it is suitable for our country to draw on.Finally,it proposes the perfection of China’s measurement and measurement supervision system,establishes new concepts and principles of measurement and supervision in the era of metrology,and realizes the current measurement method.More attention should be paid to the measurement results;a new model of “Internet +” measurement supervision should be built with the times,an effective model of measurement supervision with one party as the main party and multiple parties involved;establishment of stricter measurement supervision legal responsibilities;continuous improvement Regulatory system for measuring instruments,etc. |
