Research On The Problems And Countermeasures In The Implementation Of The Official Reception System Of The Party And Government Agencies In City A

The official reception plays an important role in displaying local image of cites and regional exchanges as an important part of the party and government agencies’ daily work.Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at the Core has taken the lead in following the spirit of the eight regulations,and has paid close attention to the construction of party style and political style.However,we can also find that in this new period of implementing the official reception system,there are still excessive receptions,public money eating and drinking,"wine culture","hidden rules" are still corrupting the social atmosphere and alienated party-group relations.This article focuses on the core issue of the problems in the implementation of the official reception system of the party and government agencies in City A,combs the system basis and related texts,applys the literature research method,questionnaire survey method,interview investigation method and other methods.Based on the principal-agent theory and good governance theory,the article reveals positive effectiveness from the implementation of City A’s official reception system after the 18th National Congress of the Communist Party of China,especially after the implementation of the eight regulations,but it also finds problems such as insufficient or disguised implementation of the official reception system,,insufficient disclosure of expenses,lack of full-process supervision,and lax in internal management.The article summarizes reasons from insufficient understanding of the official reception system,unsound financial system,insufficient supervision system and marketization,learns from the mature practices of Wenzhou,Zhejiang and Yancheng,Jiangsu in the implementation of the official reception system,proposes countermeasures in aspects of improving supervision system,strengthening supervision,strengthening departmental supervision,strengthening supervision of market-oriented operation.Finally,starting from city A,the article looks forward the future of the implementation of the official reception system in national party and government agencies.
