Research On Social Stability Risk Assessment And Management Of Government Engineering Projects ——A Case From L Waste Incineration Power Plant Project

Social stability risk assessment management of government engineering projects is an effective measure and policy to prevent and resolve social risks and promote the improvement of government governance ability.In 2012,the national development and Reform Commission formulated the Interim Measures for social stability risk assessment of major fixed asset investment projects,and established and standardized the social stability risk assessment mechanism of government engineering projects.This project initiative has been widely promoted from local practice and development across the country,and has been widely valued and applied.It has become increasingly mature.It has played a positive role in promoting the scientific decision-making,democratic decision-making and legal decision-making of the government,preventing and reducing the social risks and accident contradictions brought by the project construction,and ensuring the smooth implementation of government projects,especially major livelihood projects.However,the project risk assessment usually focuses on the static assessment in advance,often "one assessment",lacking the dynamic assessment and management of the whole process,which leads to problems in the implementation of some government engineering projects,resulting in the increase of economic or social costs,affecting the interests of the masses,and even causing the project to be abandoned halfway.Based on the theory of risk management and stakeholders,this paper takes the construction project of the third waste incineration power plant in L City as an example,describes and analyzes the social stability risk assessment process of government engineering projects by using case analysis method,quantitative analysis method,in-depth interview technology,etc.the social stability risk assessment management involved in the project is divided into three parts: start-up,construction and operation,In this paper,the basic risk of the project itself,the problem risk in construction and the continuous risk after operation are studied.Through case analysis and study,the importance of social stability risk assessment management throughout the whole process of project construction is emphasized.Starting from the source governance,dynamic management and emergency response risk management of the whole chain,suggestions are put forward to further improve the social stability risk assessment framework and optimize the social stability risk assessment management of government engineering projects.
