Research On The Personal Privacy Protection Evaluation Of Mobile Government APP Users Based On Privacy Policy

With the rapid development of mobile Internet and the increasing use of smart phone APP,the mobile government APP(MG-APP)has become an important engine to further promote the work of “Internet Plus Government Services”.Governments at all levels have been promoting the public security,social security,medical,education and other services to the mobile terminal,and have developed a series of MG-APP.By just clicking on their mobile phones,the public can easily access government information and handle government affairs.The smooth progress of various government affairs services requires the collection and provision of users’ personal information,which inevitably involves many personal privacy information.In the era of big data,the extension of personal privacy has been further expanded.In the process of user’s personal information processing,their privacy may be at risk of leakage at any time.What personal privacy has been collected,how’s the personal privacy protection status of the users,and how to improve the personal privacy protection level,which has become an urgent question that needs to be answered and solved during the development of MG-APP.The privacy policy is a rule that the application service provider publishes on the processing of personal information,the protection of personal information,and the rights and responsibilities of both parties.It reflects the implementation of the application service provider’s protection of the user’s personal privacy.Therefore,this paper takes privacy policy as the research entry point,to discusses the evaluation of personal privacy protection of MG-APP.First of all,it defines the concepts of privacy policy,MG-APP and personal privacy,and find that the MG-APP mainly collects the user’s personal information privacy,personal privacy of communications,personal territorial privacy,personal bodily privacy;Then,based on the perspective of privacy policy,on the basis of extensive literature reading,by using expert interview method and the analytic hierarchy process,this paper constructed an evaluation system of personal privacy protection in using MG-APP from three dimensions: informed consent of users,information security control and protection of individual rights;Furthermore,36 comprehensive service-type MG-APP from China’s municipalities directly under the central government,provincial capital cities and cities with separate plans were selected for empirical analysis,we obtained the evaluation rankings of them.The study found that the overall performance of personal privacy protection for MG-APP users is poor,and the problem of uneven development is prominent.Many prominent issues were pointed out,including "the transparency of information processing notification is low,and the government’s notification obligation needs to be strengthened;information security management and technical methods need to be improved,and there’s a problem of lack of remedies after user privacy has been violated;users’ information rights are not fully protected,and the information rights of special groups are easily forgotten";Finally,this paper puts forward suggestions and strategies from three aspects,which contains“the awareness of privacy protection,the formulation of privacy policies and regulations,and the strict implementation of privacy policies”: to enhance the awareness of privacy protection and strengthen the education of privacy protection;to earnestly fulfill the obligation of informing and standardize the formulation of privacy policy terms;to establish the person responsible for data security and improve privacy protection system;to strengthen the application of security technology and integrate privacy protection into MG-APP design;to pay attention to the progress of privacy legislation and protect users’ personal information rights.
