In the changeable 21 st century,Internet technology has been integrated into all aspects of human social production and life.The most dynamic new field of cyberspace is also full of network security issues such as interest competition,network crime,network terrorism,network war,network hegemony,etc.,"digital divide" expanded network development issues,as well as network space governance issues such as unfair network system,imperfect rules and unreasonable order.Therefore,how to ensure network security and create a clean and positive network environment? How to realize the sustainable and healthy development of network economy,politics,culture and other fields,so that the development achievements of Internet can benefit all mankind? How to improve the governance system of cyberspace and promote the effectiveness of global cyberspace governance? These problems have become global problems that need to be solved.In addition,in the process of participating in the global governance of cyberspace,how can China seize the great historical opportunity of Internet development and accelerate its progress from a big internet country to a powerful one? How to effectively avoid all kinds of development risks in the process of assuming the responsibility of a great power and contributing to China’s strength?
