On The Improvement Of Family Doctor Service System In China

Family doctors in our country are a kind of "general practitioners" who provide contract services with community families or households.Family doctor services are the main measures taken by China to promote graded diagnosis and treatment and rational allocation of medical resources in recent years.They are also part of the national “Healthy China” strategy.After the 2016 National Health and Wellness Conference,the country began to vigorously promote the family doctor contract service system,announced a number of related documents and policies,and launched service pilots.At present,the family doctor service in China is starting to develop,the system design is imperfect,the rights and obligations of stakeholders have not been determined by legal provisions,and the current service promotion is more dependent on administrative instructions to meet the requirements of the proportion of signing.In addition,the follow-up security of the service is not strong,the contracted residents still have a skeptical attitude towards the service,and the trust of the family doctor is not enough.Under the effect of various reasons,the contracted rate of the contracted service may not reach the original target,It also exposed the problems that the service contract content could not be effectively and fully performed,and the planned service effect was not achieved.In order to continue the effective implementation of family doctor services and to protect the legal rights of contracted residents,it is necessary to improve the family doctor service system and consider the regulation of family doctor services from a legal perspective.According to the current policy regulations on family doctor services,and then the current status of the implementation and development of the system,this article first analyzes the problems and legal risks of the system,and proposes suggestions for improving the family doctor service system in China.In addition to the introduction,this article is divided into three parts:The first part is the current status and potential problems of the implementation of the family doctor service system in China.This part first discusses and analyzes the development and implementation status of the service,and summarizes several problems in the system such as the legal provisions,contract content and performance,service follow-up guarantee mechanism and other aspects.The second part is the general situation and experience of foreign family doctor service system development.This part mainly introduces the development situation,development differences and experience of the family doctor service system in the United Kingdom,the United States,Australia and other countries,as well as the experience that can be used for reference to improve China’s family doctor service system.In the third part,I put forward some suggestions for improving the listed problems.This part mainly aims at the problems existing in the family doctor service system in China analyzed above,and puts forward suggestions to improve the family doctor service system in China in light of China’s national conditions and existing regulations.Provisions,standardization of the content of the family doctor service contract and improvement suggestions for subsequent safeguards,etc.
