Research On Economic Responsibility Audit Of Leading Cadres Of The Basic Level Disabled Persons’ Federation

In July 2019,the general office of the Central Committee of the Communist Party of China and the general office of the State Council jointly issued the provisions on economic responsibility audit of major leading cadres of the party and government and major leaders of state-owned enterprises and institutions,which is another major revision of the provisions since 2010,reflecting the new requirements of China’s economic responsibility audit in the new era.The economic responsibility audit system has distinct Chinese characteristics,which develops gradually with the deepening of the reform of the political and economic system in China.It is an important institutional tool to improve national governance and establish a responsible government.In recent years,the number of disabled people in China has been increasing,and disabled people are in a relatively week position in society,which needs special attention.Taking the economic responsibility audit of Comrade W,Party Leadership Committee Secretary and Chairman of the Disabled Persons’ Federation of District J as a case,this paper studies the problems existing in the economic responsibility audit of the leading cadres of the basic Disabled Persons’ Federation,analyzes the causes of the problems,and puts forward corresponding countermeasures and suggestions.This article mainly uses literature research and case analysis methods.First of all,it combs the related literature about the concept,content,evaluation and results application of the economic responsibility audit,as well as the Disabled People’s Federation and other relevant literature.Then the paper analyzes the economic responsibility audit case of the leading cadres of the Disabled Persons’ Federation of District J in detail,and points out that there are some problems in the work,such as the audit key content is not prominent enough,the audit evaluation is not scientific enough,the audit results are not fully utilized,and the audit force is not insufficient.Based on the analysis of the causes of the above problems,this paper puts forward specific countermeasures and suggestions from four aspects: Innovating the system and methods of the responsible audit work,scientifically carrying out the responsible audit work,deepening the application of the results of the responsible audit,and strengthening the construction of the audit talent team.Finally,I hope that this paper canprovide some reference for the economic responsibility audit of the leading cadres of the basic-level Disabled Persons’ Federation and similar people’s organizations,and better play the positive and important role of economic responsibility audit in the supervision and management of leading cadres,economic society,people’s livelihood,government integrity and other aspects.
