| As the increasing of non-effective police alarm and malicious harassment alarm,a growing number of people call the police for non-police affairs year by year,which wasted the limited police resource and caused bad influences to the harmony of civil-police relationship and stability of social public security.In November 2016,Ministry of public security host a conference in Yueyang,Hunan province,it is requested that a national 110 social linkage mechanism system shall be constructed by2017.The most effective mode to get rid of the non-police affairs from 110 police alarm platform is relying on governmental platform.This paper focused research on Hunan 110 social linkage mechanism system with the method of document research,case study and in-depth interview.Through analysis on the development and achievement of Hunan 110 social linkage mechanism system,the author find out 5problems of it,which including: the public security organs are still forced to undertake a large number of non-police alerts,non-police alerts diversion operation is still not smooth,the enthusiasm of the departments involved in the linkage is not high,the linkage system is not sound,the linkage guarantee system is not sound.Consequently,the reasons of these problem are discussed from aspects including legislation,mechanism,concept and system.This paper is based on the theory of new public management,service government and seamless government,drew the experience of Tianjin and Wuxi 110 social linkage mechanism,thus raised solutions to the system construction.Firstly,from the legislation aspect,the responsibility of police shall be redefined to clarify the administration of different governmental department so that it is legal to get rid of non-police affairs.Secondly,from the system aspect,transfer the 110 social linkage mechanism system from dispersion to composition to meet people’s diverse need through unity command.Thridly,from the construction aspect,an integrate and effective command center shall be constructed to ensure efficiency.Fourthly,from mechanism aspect,110 social linkage mechanism evaluation system shall be established to solve to problem of lacking enough constrain and slow movement.Last but not least,from publicity aspect,people shall be guided to use 110 police resource and social resource reasonably. |
