Civil Servant Housing Security System Dilemma From The Perspective Of Gradual Adjustment

Since the end of the "98 housing reform" work,with the development of the social economy,members of the general society have accepted to solve the housing problem through market commercial housing.The housing of Yunnan provincial civil servants has also been shifted from the original physical security housing allocation to the market to solve it.However,there are many difficult problems left behind by the98 housing reform policy.At the same time,a large number of newly recruited young civil servants and families with more difficult workers cannot afford commercial housing on their own.There are also a group of ex-place exchange cadres facing short-term housing turnover needs.Become a "sandwich" group without effective housing security.In order to reasonably solve the housing difficulties of the “sandwich” group on the basis of safeguarding social equity and effectively deal with the original legacy of housing reform,the Yunnan provincial civil servants housing security system needs to absorb the excellent practices worth learning from the provinces,cities and countries in the country.Within the existing framework,further gradual adaptation of the current policies should be initiated to get out of the dilemma of housing system reform.Further,we will gradually explore the necessity of complementing and integrating with the advantages of the social housing security system.This article adopts comparative research and case analysis methods.Based on the existing experience,it compares the forms of civil servants ’housing security in various countries and the current civil servants’ housing security systems in various provinces and cities in China.It studies the current dilemmas and problems in Yunnan Province,and proposes policies for progressive adjustment.Continuous small-scale policy revisions and adjustments have finally completed a major change in the civil service housing system,forming a housing security system for medium-and short-term use of revolving housing,medium-and long-term use of public rental housing and housing,and long-term dependence on housing monetization.Towards the development of a de-dividend and sustainable model,the establishment of acomplete public housing structure with monetization as the mainstay,supplemented by "employee dormitoryization",encourages civil servants to solve the "living problem" by market means,and provide multi-level security Housing security system.It is hoped that the research in this paper can provide a certain reference for the reform of the housing security system for provincial civil servants,enterprises and institutions in Yunnan Province.
