Research On The Policies And Legal Guarantees Of The Public Library Board System In China And America

At the Third Plenary Session of the 18 th CPC Central Committee,our party released the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening the Reform," comprehensive arrangements were made in six areas: economics,politics,culture,society,ecological civilization,national defense,and the military.Major tasks and major measures to deepen reform.The tasks and measures specific to the cultural field are to build a modern public cultural service system,establish a corporate governance body,and promote the transformation of government departments from managing culture to managing culture in accordance with the principles of separation of government and enterprise and separation of government and affairs,and promote the party and government departments and the cultures they belong to.Enterprises and institutions further streamline their relationships,and the important vehicle for establishing a corporate governance structure is the council system.As a model for foreign countries to learn from,the council system is just like many emerging things.The state adopts a method of practical exploration and then summarizes and establishes a system based on practical experience.In this way,the state has successfully carried out many reforms.Now the corporate governance of libraries has been in full swing,and after a period of time,a large number of public libraries have established library councils.Therefore,it is very necessary to take out the policy and legal guarantee of the library council system for discussion and research.Now many people have begun to study and summarize the practical experience,have obtained many achievements,and also found various problems.As a top-level design,policies and laws can not only come up with solutions to problems,but also indicate the next direction for the development of the library council system,thereby promoting deeper reforms in the cultural field.This article takes China and the United States as the research object,and compares its relevant policies and laws for the public library council system as content comparisons.Through domestic and foreign comparisons,combined with the actual situation of China’s development,it guarantees the policies and laws of our public library council.Existing problems were analyzed,and feasible suggestions were put forward,hoping to make a small contribution to the reform of library corporate governance.
