Empirical Research On Administrative Assistance Mechanism

Under the background of administrative integration,administrative subjects can better deal with the complicated governance problems by constructing mutual administrative assistance relationship.In the course of administrative assistance,the administrative assistance subjects will not only encounter the difficult problems of governance,but also the difficult problems of cooperation caused by the conflicts of authority and interests of the departments.To a certain extent,the hidden contradictions within the administrative assistance subjects hinder the achievement of administrative management objectives more than the apparent difficulties of governance.Because this kind of internal contradiction will break through the boundary within the administrative subject and act directly on the administrative object,and in the existing legal way,it is difficult to find the path of safeguarding rights,resulting in the damage of the legitimate rights and interests of the administrative object,which is undoubtedly not conducive to the construction of a country ruled by law.To resolve the contradictions in the process of administrative assistance,the first way out is to construct the coordination mechanism of departmental interests and to allocate administrative functions and powers once again under the conflict of authority.In dealing with the problem of weak assistance between departments,we should refine the division of responsibilities in assistance,strengthen the supervision and investigation of responsibility。Such problems are common in the process of assisting law enforcement by departments.This paper focuses on the management field of road overloading,which seriously endangers social traffic safety,and analyzes the problems that arise in the process of assisting public security traffic police,highway administration,transportation administration and other road law enforcement departments in the process of assisting in the management.On the one hand,the mutual assistance between departments has led to the formation of joint forces among various departments,which is conducive to solving the problem of road overloading,on the other hand,the difficulty of assistance caused by the conflict of interests and competence of departments,if not properly regulated,will affect the achievement of the purpose of departmental assistance.Based on this,this paper makes an in-depth study on the administrative assistance system of overloading control。This paper expounds the purpose,significance of the research,the data of the academic circles for the political assistance in the introduction,the research method and the structure ofthe thesis,what’s more,it analyzes the research background and value of this paper.Then introduce the case,in the actual situation of road overload control government assistance,discuss the existing problems and defects,analyze the reasons,and finally around solving the existing defects,put forward their own suggestions on the structure of our administrative assistance.In the path of constructing administrative assistance,administrative assistance can only be effectively played if the barriers to assistance between departments horizontally and vertically,externally and internally,and between localities and regions are continuously removed,and new means such as informatization are used to build a network-like assistance mechanism efficacy。...
