| The report of the 19 th National Congress of the Communist Party of China pointed out that China’s economy has shifted from a stage of high-speed development to a stage of high-quality development,and innovation is the first driving force leading development.The high-tech industry is a knowledge-intensive industry with fast technological update and high innovation requirements.The improvement of innovation efficiency plays an important role in the innovation ability and the development of highquality economy.Intellectual property protection,as the institutional guarantee for hightech industry innovation and development,has a key impact on the improvement of innovation efficiency.On the basis of statistics and econometric theory,a combination of qualitative and quantitative analysis,theory and empirical research is used to study the impact of intellectual property protection on the innovation efficiency of high-tech industries.First of all,on the basis of sorting out the literatures involved in the research institute,the relevant theories of innovation efficiency and intellectual property protection are expounded,and the direct and indirect mechanisms of the impact of intellectual property protection on innovation efficiency of high-tech industries are explored.Second,the status of high-tech industry innovation and intellectual property protection was analyzed in a "total-point" manner.Thirdly,data envelopment analysis(DEA)and entropy hierarchy method were used to measure and analyze the global data of high-tech industry innovation efficiency and intellectual property protection from 2008 to 2016 in 30 provinces and cities in China(except Tibet,Hong Kong,Macao and Taiwan)And discussed the relationship between intellectual property protection and high-tech industry innovation efficiency in 2010 and 2016.Then,in the empirical analysis part,the spatial distance weight matrix is used to construct a spatial econometric model to explore the impact of national and eastern,central,and western intellectual property protection on the innovation efficiency of high-tech industries.Finally,according to the research results,put forward corresponding policy recommendations.The research results show that:(1)China’s high-tech industry development and innovation capabilities are on the rise;the eastern region’s high-tech industry development and innovation account for the largest proportion in the country.(2)The level of intellectual property development and protection is increasing year by year;the status of intellectual property development and protection in the eastern region is far ahead of the central and western regions.(3)From 2008 to 2016,the efficiency of hightech industry innovation in most provinces and cities in China was relatively effective;although the protection of intellectual property rights has been increasing year by year,the protection level in most regions is relatively low;the efficiency of innovation in hightech industries and the protection of intellectual property rights There is a certain positive correlation.(4)From a national perspective,intellectual property protection significantly promotes the improvement of innovation efficiency in high-tech industries and has a positive spillover effect.From a regional perspective,there is a significant negative correlation between the innovation efficiency of high-tech industries in the eastern,central and western regions;intellectual property protection in areas close to the east significantly inhibits the innovation efficiency of high-tech industries;intellectual property protection in the central and western regions significantly promotes high Technological industry innovation efficiency has been significantly inhibited in regions close to central China.Based on this,in order to promote the development of high-tech industries and improve innovation efficiency,it is proposed to improve intellectual property protection,promote regional coordinated development,strengthen scientific and technological innovation cooperation,improve industrial innovation efficiency,expand enterprise scale,enhance international competitiveness,improve market competitiveness,and optimize Countermeasure suggestions such as resource allocation. |
