The "freedom of navigation operation" of the United States began with the "freedom of navigation plan" of the carter administration in 1979.It was a plan put forward by the United States on the eve of the entry into force of the United Nations convention on the sea in order to maintain its maritime hegemony,in response to the so-called "excessive maritime claims".After years of practice,"freedom of navigation operations" have become a long-term and institutionalized part of the us foreign and security policy,and the south China sea has always been the focus of the us "freedom of navigation operations".However,since the implementation of the asia-pacific rebalancing strategy by the Obama administration,the us has tried to further strengthen its influence in the south China sea.Since 2015,us warships have conducted 20 "freedom of navigation operations" in the south China sea.The frequency of such operations has gradually increased and the provocations have increased,but the hyped tone of public opinion has decreased.China is firmly opposed to us actions in the south China sea.The Chinese foreign ministry and the ministry of national defense have issued timely and specific remarks condemning and protesting every time,and used Chinese warships to identify and verify them,and issued warnings and evictions,so as to safeguard China’s sovereignty,security and maritime rights and interests in the south China sea.According to game analysis to the freedom of navigation in the south China sea between China and America,found that the two sides of behavior in the game process between the rational behavior body in the repeated game,so this paper adopt the repeated game theory Angle of view,analyzed the game from the "prisoner’s dilemma" freedom of navigation in the south China sea to the process of "repeated prisoner’s dilemma",the two sides deadlocked slowly,the "tit-for-tat" conform to the characteristics of repeated game "tit-for-tat(Tit-For-tat)" patterns of behavior,"freedom of navigation action" against the United States,China takes reciprocal counter strategies,resolutely defend the sovereignty of the south China sea,which is the optimal solution in the repeated game.In the process of "tit-for-tat",China and the us did not move towards more fierce conflicts or wars.Instead,they began to manage differences and prevent further frictions in the conflicts.Both China and the United States are nuclear powers,they cannot afford the cost of war,and they share common interests.There is some possibility for china-us cooperation on the issue of freedom of navigation in the southChina sea in the future.From the non-cooperative game to the cooperative game,China can resolve its conflicts with relevant countries in the south China sea at the regional level,improve the system and construct the discourse at the national level,and promote the settlement of bilateral issues between China and the United States at the stakeholder level.There are many converging interests between China and the United States.In the future,China and the United States should actively build an effective consultation mechanism of the cooperative game,construct the concept and culture of the cooperative game,and enhance the degree of interest correlation of all parties in the game,so as to promote the sound resolution of the south China sea issue and the cooperative game between China and the United States on the freedom of navigation in the south China sea.
