| Since the reform and opening up,China has continuously promoted the development of democratic politics.since the early stage of reform and opening up,China has promoted the wide range development.In the process,the party constantly improves and innovates the theory of deliberative democracy,it continuously expands the practice of deliberative democracy.The theory and practice of consultative democracy promote and perfect each other.It is of great enlightening significance for the better development of China’s consultative democracy and the construction of socialist democratic politics to comb out the interactive development process between the theory and practice of consultative democracy and the dialectical development relationship between theory and practice.This paper is based on the gradual improvement of the theory of deliberative democracy and the practice of deliberative democracy.Firstly,the interactive development of the theory and practice of deliberative democracy in China since the reform and opening up is investigated.From the third plenary session of the eleventh central committee the work of the CPPCC was resumed and institutionalized.During the period from the 13 th national congress to the 18 th national congress of the communist party of China(CPC),the theory and practice of deliberative democracy in China made a breakthrough.The perfection of the theory of the CPPCC and the comprehensive standardization of its practice,the preliminary development of the theory and practice of deliberative democracy at the grassroots level,and the institutionalization of political consultation have all laid a foundation for the theory and practice of deliberative democracy in China,and deliberative democracy has become one of the two forms of democracy in China.the theory and practice of deliberative democracy have achieved innovative development,and the theory and practice of deliberative democracy have been developing towards the direction of extensive many layer institutionalization.Secondly,this paper focuses on the dialectical development relationship between the theory of deliberative democracy and practice in China since the reform and opening up,that is,the guidance of the development of deliberative democracy to practice.Finally on this basis,this paper aims to illustrate the theory and practice of deliberative democracy in China since reform and opening up the experience and enlightenment of the dialectical development,such as a sound system of deliberative democracy with the forms for realizing innovation and improvement of deliberative democracy. |
