Provincial Administrative Normative Documents Of Yunnan Province Research On The Record Review System

The issuance of administrative normative documents is an extensive administrative management activity carried out by administrative organs at all levels.Because administrative normative documents are mostly binding on administrative targets,it is easy to have a direct or indirect impact on the vital interests of the general public.It carries out strict supervision and restraint.As the main supervision mechanism for administrative normative documents within administrative organs,the filing review system has the advantages of being more professional,convenient,and efficient than other supervisory mechanisms,and it is easier to find and correct administrative normative documents that have problems of illegality.It is of great significance to control the abuse of administrative power,protect the legitimate rights and interests of the public,and promote the construction of a government ruled by law.However,due to some problems and deficiencies in the current administrative regulatory document filing review system,it fails to give full play to its due role and urgently needs to be further adjusted and improved.This paper makes in-depth research on the provincial administrative regulatory document filing review system,represented by Yunnan Province,summarizes and analyzes some existing deficiencies in the current filing review system,and makes specific suggestions for improvement.The first part of the thesis is the introduction,which includes the research background and reason for the topic selection,as well as the purpose and significance of the research.It also briefly introduces some previous relevant academic research viewpoints,as well as the research methods,research features and innovations of this thesis.The second part of the thesis is the theoretical analysis of administrative regulatory document filing review system,including the concept and function of administrative regulatory document filing,the theoretical basis,connotation,origin,development and significance of administrative regulatory document filing review system.The third part of the thesis is the analysis of the provincial administrative regulatory document filing review system,including the definition and characteristicsof the provincial administrative regulatory document filing review system,and the development process and basic content of the provincial provincial administrative filing review system.The fourth part of the thesis introduces the current situation of the provincial provincial administrative normative filing record review system,and analyzes the existing problems and causes.The fifth part of the thesis examines some of the experiences and practices of record review in other regions and other provinces,regions and cities,and analyzes its inspiration for improving the record review system of provincial administrative normative documents in Yunnan Province.In the sixth part of the thesis,in response to related issues,the research puts forward suggestions for optimizing and perfecting the current provincial administrative normative document filing review system in Yunnan Province.One is to strengthen the internal motivation of the filing review mechanism.The process of record review procedures,the fourth is to improve the record review guarantee mechanism.
