A Study On Frontier Protection Culture In Border Control

Border defense culture mainly refers to the political attitude,ideology,value pursuit and code of conduct of the border people to maintain border security and interests,and then to maintain national security and interests.The attention of the national decision-making level,the extensive attention of the public opinion,the continuous research and practical activities of the academic community have highlighted the role of border defense culture in the border governance.The prominent role of border defense culture in border governance is fundamentally influenced by its value orientation aimed at maintaining border security.For a long time,the academic research on frontier culture is mostly concerned,but the research on frontier culture as the direct analysis object is less.In this paper,from the perspective of border governance,the author takes border culture as the direct research object,explores the relationship between border culture and border governance,and holds that border culture is the governance resource of border governance,which is the center of the discussion.Border defense culture,as a kind of border governance resources,has its unique nature,which is mainly composed of national territorial sovereignty and border awareness,national identity awareness,national interest maintenance awareness,security awareness of responsibility,the sense of mission to keep the land and secure the border,and the sense of selfless dedication.There are multiple logics in the formation and spread of border guarding culture.In border governance,border guarding culture is transformed into the governance ability of the local government,internalized into the behavior mechanism of the border people guarding the land and fixing the border,and plays an incomparable resource value for border security and stability.In addition,as a special political culture and a specific national security culture,the border defense culture has certain abstractness.Based on the literature research methods and empirical research methods,combined with personal border research experience,this paper uses as many examples as possible to visualize the abstract concept and analysis.This paper can be divided into five parts.Introduction.This part mainly expounds the background and basis of the topic,combs the research overview of border governance and border defense culture,on this basis,defines the research methods and research ideas,and defines the core concepts.Chapter one: Frontier Culture and its prominence in border management.This chapter discusses the frontier culture is a special political culture,national security culture,describes the characteristics of frontier culture,and emphasizes the highlight of Frontier Culture in border management.The second chapter: the formation and spread of frontier culture.This chapter mainly discusses the formation and communication mechanism of border defense culture from the field logic,local government logic and national policy logic.Chapter three: the resource value of border defense culture in border management.This chapter expounds the resource value of border defense culture from the perspectives of border people,local government and the state.Chapter four: the redevelopment of border defense culture in border management.This chapter starts with the profound changes in the situation of border and border management,analyzes the lack of adaptability of traditional border defense culture to the current changes,and then discusses the need for traditional border defense culture to develop into modern border defense culture,and expand the connotation and functional groups of border defense culture.The modern border defense culture emphasizes that the border defense culture should become a distinct and typical national security culture held by all the people,and form a good atmosphere in the whole society to pay attention to,support and root in the border,so as to promote the development and even prosperity of the border.
