Research On The Current Situation And Countermeasures Of Yunnan Provincial Government Data Opening

When governments recognize that data is an important resource for a new generation,"open government data" has been proposed,and the open government data as the key to social progress and development in the future.The opening of government data is not only a revolution of information technology,but also a revolution of government governance in a new era.First of all,the scale of data resources held by the government is huge.Through reasonable and efficient development and utilization,it will greatly promote the development of data industry.Secondly,the social public’s data awareness,data concept and data thinking are gradually awakening,and data development technology is constantly popularized.The traditional information disclosure can no longer guarantee the public’s requirements for the right to know,which needs to be expanded and extended from the data level.Thirdly,government data is "public",which should not be monopolized by the government or a certain department or institution,but should be unconditionally supplied to the society as a kind of public resources.Therefore,the government’s initiative to open up all kinds of data can be used as a means to expand and extend information disclosure,reform and innovation management,and also an inevitable requirement of the "data" own public characteristics.From the perspective of public management,based on the idea of information disclosure as an extension of data opening,this paper focuses on the importance and necessity of government data opening,surveys the current situation of Yunnan provincial government data opening,and analyzes the government’s strategy of data opening in combination with the existing problems and the main causes of the problems.First of all,through investigation,research and analysis,find out the current situation and the overall situation,summarize the problems of Yunnan provincial government data opening,such as insufficient policy basis,imperfect system and mechanism,lack of open platform,etc.;secondly,analyze the reasons behind restricting the development of Yunnan provincial government data opening from the perspective of public service;Finally,based on the development experience of theregions with higher level of opening-up in China,combined with the development orientation of Yunnan Province and the author’s own thinking,this paper puts forward some suggestions to promote the opening of Yunnan provincial government data as soon as possible,that is,to lay a solid foundation in the three aspects of policies and regulations,platform guarantee and management system;from the three aspects of government concept and ability,government internal sharing and data security risks To eliminate obstacles;to increase impetus from three paths: value driven,public participation,and governance innovation.
