The exchanges between the people of China and India dated back to ancient times.Overseas Chinese have long settled in India.Since the formal establishment of diplomatic tied between China and India in 1950,relations between the two countries developed steadily,and the Indian government’s management of overseas Chinese was relatively loose.In the end late 1950 s,with the deterioration of relations between the two countries,the attitude of the Indian authorities towards overseas Chinese gradually changed.There were many anti-China waves in India,and many overseas Chinese were forced to leave India.On the eve of the end of the Sino-Indian border war in 1962,India,under the pretext of "safeguarding national security and defense" and on the basis of “bloodlines”,suddenly arrested and interned the overseas Chinese of Han nationality in India “without distinction”.There were more than 3,000 overseas Chinese being put in prison or concentration camps.Although the Chinese government repeatedly protested and negotiated with the Indian authorities,only 2,394 overseas Chinese returned to the motherland eventually.India’s round-up and detention of overseas Chinese was rooted in its unwillingness to lose the war.It attempted to use the security of overseas Chinese as a treat to retaliate against the Chinese government and force China to make concessions on the border issue,in order to reduce the negative impact of the failure of the war on the national image and restore the passive political situation.In response,the Chinese government lodged strong protests and solemn representations.However,the attitude of the Indian authorities was arrogant and stubborn.It not only deprived the Chinese government of the right to visit overseas Chinese,but also set up numerous obstacles for the return of the overseas Chinese.Besides,it conspired with the International Committee of the Red Cross to confuse overseas Chinese with Indian prisoners in an attempt to cover up the fact that they illegally detained overseas Chinese.Despite the persistence and efforts of the Chinese government,the above-mentioned attempts by the Indian authorities were not fulfilled.The overseas Chinese society was thus seriously affected.A large number of overseas Chinese were displaced and separated.Some of them were forced to stay in India for a long time and even died tragically.As a result of this incident,bilateral relations between China and India remained frosty,high-level exchanges were stagnant,trade was almost cut off,and the national sentiments of the Chinese people were seriously traumatized.
