Research On The Supervision Of Association Standards Of High-tech Industry From The Perspective Of Holistic Governance

Group standards are standards independently formulated by market players and have market attributes.With the revision of the new "Standardization Law",the group standard has obtained a formal legal status.Due to the integration of technical standards and patented technologies in the high-tech industry,the high-tech industry group standards will inevitably have problems such as imbalance of interest between related stakeholders,unstable operation of standards,and illegal standard setting during the process of formulation and voluntary adoption Therefore,government departments are required to regulate,guide and supervise.At present,China has successively promulgated the "Group Standard Management Regulations" and "Group Standard Random Checking Work Guidelines" and other policies,and is exploring and carrying out the supervision and management of high-tech industry group standards.This article aims to explore the optimization path of the overall supervision of high-tech industry group standards under the guidance of the overall governance theory.First,the reason and main content of the overall governance theory are introduced.With the help of the three elements of overall governance proposed by Hicks,that is,hierarchical integration,functional coordination,and public-private integration,the theoretical foundation of the overall supervision of high-tech industry group standards.Secondly,it analyzes the status of China’s high-tech industry group standard supervision.The high-tech industry group standard supervision and management in various regions has been steadily advancing,and it actively emphasizes the role of non-governmental organizations in supervision and management.However,due to the influence of the traditional single regulatory concept and the economic person attribute of the subject of management responsibility,there are still problems with fragmentation of information transmission,fragmentation of policy linkage,fragmentation of policy implementation,and fragmentation of subjective responsibility awareness in China’s high-tech industry group standards.Finally,by analyzing the supervision and management measures of the voluntary standards in Germany and the United States,drawing on good foreign experience,and finally putting forward countermeasures and suggestions to improve the overall supervision of the standards of high-tech industrial groups in China.First,by establishing a long-term information docking mechanism and strengtheninginformation sharing,to enhance the information docking and sharing of the standard supervision level of high-tech industry groups;second,improve the interface between standard legislation and law enforcement,pay attention to the coordination and cooperation of internal and external functions of departments,and effectively implement after-event and after-event Supervision,in order to achieve the purpose of regulating the regulatory functions of relevant departments;third,focus on raising the awareness of the responsibility of th cipants in standard supervision and management.The main measures include the formulation of lists to clarify the responsibilities of the subject and object,strengthen the standard organization self-discipline,and strengthen social supervision.Through the integration of three levels of measures:regulatory level,regulatory function,and regulatory participants,we will optimize the construction of China’s high-tech industry group standard supervision and management system,and then enhance the quality reliability and standardization of high-tech industry group standard products and services,and protect the high-tech industry Group standards developed in a healthy and orderly manner.
