Research On The Reform Motive And Path Of Collective Operational Construction Land Entering The City

Land reform is one of the key and difficult issues in the reform and development of "Sannong".As an important part of rural construction land,collectively-operated construction land is used as an important force to resolve the "three rural" problems and promote rural land system reform.The key to promoting the reform of rural collectively-operated construction land into the market is to find the correct reform path that is compatible with rural development,and to realize the intensive use of land resources and sustainable rural development.This article is based on a field survey of the villages in Pidu District,Chengdu,and based on the North ’s theory of institutional change,it establishes a dynamic analysis framework of “institutional environment change-external profit emergence-action group interaction-institutional innovation".From Baiyun village collective management Starting from the existing problems in the construction of land for construction,the analysis of changes in the institutional environment and the action group ’s promotion of the government ’s launch of the reform of market entry,a comprehensive analysis of the reform process of the collective operating construction land entering the market around the external profit Summarize feasible proposals.The study is divided into five chapters.The first chapter is the introduction,mainly on the background and significance of the topic,the main content and methods of the research,the research review,the overall idea of this article,the lack of the article and the main contribution.The second chapter is the definition of related concepts and the construction of theoretical basis.The third chapter is based on the institutional change theory,and it is the focus of this article to construct a dynamic analysis framework for the collective management construction land in Baiyun Village,Pidu District,Chengdu.Based on the theory of institutional change,innovative reform mode for collectively operating construction land into the market: under the original circulation model,the institutional environment has changed to generate external profits.Each stakeholder perceives the availability of external profits,and makes behavior choices for this,forming a certain institutional arrangement and finally achieving the goal of institutional innovation.The fourth chapter is to start from the basic idea of the reform of collectively operating construction land into the city,focusing on the specific reform steps after the start of the reform in Baiyun Village,Pidu District,Chengdu,and summarizing the reform results.Through the field investigation of the specific practices of Pidu District,it was found that the reform and innovation model of Pidu District’s market entry is based on changes in the institutional environment,and active interaction among various stakeholders,internalizing the external profitability of availability,and finally reaching a consensus.Chapter 5 is the conclusion and revelation.Based on the theory of institutional change,a feasible path for the reform of collectively-owned construction land entering the market is proposed.
