Although China has gradually increased the emphasis on the development of pre-school education,it has increased the scope of guarantee for the financial expenditure of pre-school public education.However,due to the excessive historical debt of pre-school public education expenditure,the imbalance of supply and demand in investment structure and direction is caused.From the perspective of financial expenditure,the construction of preschool education is not equal to blindly increasing financial investment,nor to simply adjusting the expenditure structure,but to deeply tap the needs of people’s livelihood and establish a financial expenditure system in line with the relationship between supply and demand.The participatory budget system is a combination of people’s livelihood choice and rational decision-making,and its establishment is applicable to people’s livelihood fields that are expected to be recognized by the public.It is consistent with solving the problem of imbalance between supply and demand in the budget decision-making of preschool education financial expenditure.From the practice of local participatory budget in China,the participatory budget of preschool education has formed different development patterns in local exploration,which provides experience model for the implementation of people’s livelihood budget.However,the practice of participatory budget of local preschool education lacks complete legal norms,and the local government still controls the limit of public participation.In the implementation,it does not fully enter the substantive level of participatory budget,only stays in the level of budget information disclosure.In order to ensure the long-term implementation of participatory budgeting in preschool education,this paper combines the practical experience of foreign countries and integrates the development space of the application of participatory budgeting in the field of preschool education in China.It is believed that the budget law should be taken as the leading role to establish a top-down legal system andclear the obstacles in the application of participatory budgeting in the field of preschool education.We will improve the modernization level of our fiscal budget management system and capacity.
