China-Philippines South China Sea Strategic Cooperation Study

With the continuous improvement of China-Philippine relations,cooperation has become an inevitable trend in the development of China-Philippines.In 2018,China’s supreme leader visited the Philippines for the first time,issued the "China-Philippines Joint Statement",signed 29 agreements,and established a comprehensive strategic cooperative relationship between China and the Philippines.In recent years,the South China Sea issue has been one of the most important factors hindering the development of bilateral relations.As China-Philippines relations continue to heat up,China-Philippines South China Sea maritime cooperation is gradually on the agenda.China and the Philippines have the same demands in the South China Sea.The two countries can solve the sovereignty dispute in the South China Sea by peaceful means such as consultation and dialogue,create a peaceful environment for the strategic cooperation between the two countries in the South China Sea,and contribute their own strength to the peace and development of the South China Sea.China supports the Philippines as the coordinator of China-ASEAN relations and China-ASEAN cooperation in the ASEAN Growth Area,and firmly upholds the Philippines’ role as coordinator.China is willing to work with the Philippines to promote cooperation among Southeast Asian countries and promote common development of Southeast Asian countries.China,the Philippines and emerging Asian market countries should strengthen coordination and cooperation in regional and international affairs.The Philippines is in favor of China’s contribution to maintaining peace and stability in the South China Sea,and is willing to make its own efforts for the development of ASEAN China relations.The Philippines is willing to carry out maritime cooperation with China on the basis of mutual respect,mutual understanding and sovereign equality,deepen cooperation between China and the Philippines in various fields,especially in maritime security in the South China Sea,marine fisheries,offshore oil and gas resources and construction of marine ports,and expand cultural exchanges,especially in education and human resources.At present,there are still many restrictive factors in the cooperation between China and the Philippines in the areas of joint exploration and exploitation of oil and gas resources in the South China Sea,marine fishery,construction of maritime ports and maritime security.Therefore,it is necessary to analyze the restrictive factors of China Philippines Maritime Strategic Cooperation in the South China Sea in detail,so as to find out the ways to break the restrictive factors and pave the way for the further development of the maritime cooperation between the two countries in the future.Firstly,this paper defines the relevant concepts and proposes three mechanisms ofChina Philippines Maritime Strategic Cooperation in the South China Sea,namely,political mutual trust,economic mutual assistance and development reciprocity.Then,starting from the possibility and necessity of maritime cooperation between China and the Philippines,the paper analyzes the future development of maritime cooperation between China and the Philippines in the South China Sea.After that,the author analyzes the current situation of maritime cooperation between China and the Philippines,discusses the limiting factors of maritime strategic cooperation between China and the Philippines in the South China Sea,and puts forward countermeasures.Finally,the author analyzes the key areas of maritime cooperation between China and the Philippines in the future to promote the better development of China and the Philippines.
