| During the 2016 NPC and CPPCC sessions,General Secretary Xi Jinping defined the relationship between government and business with "close" and "clear" for the first time.The relationship between government and business has a significant impact on the rapid growth of national economy and the stability and harmony of society.However,there are still many problems in current politics and business,such as the“close clear” theory put forward by General Secretary Xi Jinping,which holds that "being close without being innocent" or "being innocent without being close" are all improper relationships.In the report of the19 th National Congress of the Communist Party of China,General Secretary Xi Jinping also proposed to establish a close clear government business relationship,which is conducive to promoting the healthy development and growth of the non-public economy and its people,and providing security for the construction of a socialist harmonious society.The article begins with the General Secretary Xi Jinping’s exposition on the relationship between political and commercial relations,defining the connotation of "Close" and "Clear".Under Xi Jinping’s outlook on the people,the guidance of Marxist power and capital theory,game theoryand public choice theory,this paper analyzes the problems existing in the relationship between government and business,and analyzes the urgency of building a healthy relationship between government and business under the "four comprehensive" strategic layout.Wenzhou is the birthplace of private economy,through the study of Wenzhou to build the status quo of the relationship between government and business.It is concluded that there are good practices of Wenzhou government,such as good tradition,good mechanism,good spirit,good policy,good atmosphere and good platform,which can be used for reference by other cities.However,based on the case study,it is found that there are many phenomena in Wenzhou,such as hunting officials,trading power and money,inaction of officials,and serious familiarization.The root causes are found in the political construction,cultural construction,social construction and personal construction.Based on the background of China’s new socialist era,we can draw the conclusion that Wenzhou has the general expectation of General Secretary Xi Jinping,the support of the masses,the degree of response of entrepreneurs,the characteristics of Wenzhou’s topography,and positive actions of the government.In the new era,in order to better build the relationship between healthy government and business,this paper explores from three aspects of government behavior,enterprise behavior and legal system in combination with "Two health" Wenzhou model,that is,governmentofficials should strengthen education and cultivate "craftsman spirit",strengthen the ideological and moral construction of entrepreneurs,cultivate entrepreneurship,and build a sound system and mechanism. |
