Research On The Role Of Government In The Construction Of Financing Guarantee System For Small And Medium-sized Enterprises

In order to solve the financing difficulty of small and medium-sized enterprises in our country,we must promote the construction of financing guarantee system for small and medium-sized enterprises.This paper puts forward some problems and Suggestions on giving full play to the role of guangxi district government and strengthening the construction of guarantee system.This paper combines the experience of domestic and foreign research literature on financing guarantee and defines the leading role of the government in the construction of financing guarantee system for small and medium-sized enterprises.At the beginning,this paper discusses the experiences of small and medium-sized enterprises in financing and the current situation of financing guarantee industry in guangxi autonomous region,analyzes the problems existing in the current financing guarantee system construction in guangxi,and summarizes the role of guangxi regional government in the guarantee system construction.Based on the conclusions drawn by the predecessors of guarantee finance,this paper proposes that the government plays an important role in the construction of guarantee system,such as risk monitor,fund supporter and system maker.At the same time,in view of the current in guangxi,this paper analyzes the small and medium-sized enterprise financing guarantee system construction,and establishing the social credit system,establish the main body structure of guarantee agencies,Banks,guarantee agencies such as the main body(government),to strengthen the construction of legal system,innovation of financial tax policy to help support way,establish perfect risk early warning mechanism and risk compensation after supplement mechanism and so on new ideas and Suggestions are put forward.The main points are as follows: strengthening government guidance for small and medium-sized enterprises,establishing credit system and big data system,paying attention to personnel training,deepening the development of state-owned enterprises’ market-oriented financing guarantee business these measures play an important role in the establishment of the financing guarantee system in guangxi,and interpreting the government financing guaranteepolicies.On the basis of the independent accounting operation,guangxi government give play to coordinate,bank,the core function of the government,the guarantee agencies for small and medium-sized enterprises should not only through their own efforts to develop,also need to local government for small and medium-sized enterprises adopt relevant financial support and policy support,in a timely manner will conform to the conditions of quality guarantee agencies in governmental financing guarantee system,the small and medium-sized enterprise financing guarantee system built and profit each other,enhance the level of guangxi financing guarantee,as far as possible to avoid risks and reduce the incidence of compensatory,maintain the safe and stable development of social production,better maintenance of guangxi social economic development,We will work together to accelerate the development of a government-managed financing guarantee system with the characteristics of guangxi,make it bigger and stronger,and work together to build a moderately prosperous socialist society.
