Nanhai District,Foshan City,Guangdong Province,is an economically developed area in the Pearl River Delta region of China.Since the reform and opening up,the existing collective land ownership system is not compatible with the economic development situation,which to some extent restricts the development of rural collective economic productivity.Nanhai District of Foshan City,as one of the 33 pilot areas authorized by the National People’s Congress to carry out the reform of rural land system,is prudently,steadily,orderly and thoroughly promoting the reform pilot,once again bringing the problem of rural collective land ownership system to the forefront of the wind,reforming and perfecting the flow of rural collective operating construction land into the market.Transforming the system has become an urgent problem to be solved.This paper analyses the historical evolution and current situation of rural collective construction land transfer into the market,and uses theoretical research method to analyze the representative viewpoints.It holds that China should accelerate the revision of the Land Management Law,improve the top-level design of rural collective construction land transfer into the market,and promote rural collectives.Land and state-owned land have the same right and price.Based on the analysis of the effect and problems of Nanhai District in Foshan City,GuangdongProvince in the process of time collective construction land transfer,this paper puts forward constructive amendments to provide support for the ultimate improvement of rural collective land ownership system.
