Study On The Problems And Countermeasures Of Police Guns For Public Service

The research of "police public relations management" in our country is relatively backward,and the problem of police official use of guns as an important part of police public relations management is becoming more and more prominent.On the one hand,the public security organs encourage the police to use guns in order to enforce the law strictly,on the other hand,they worry that the police abuse guns and threaten the individual rights of citizens.The problem of using guns in police service and the strict laws and regulations,the regulations of using guns with vague boundary of concept,and the negative public opinion of the society and the psychological aspects of the police themselves have all produced a series of conflicts,which led the front-line police to "dare not use guns,do not want to use guns,do not use guns,do not make good use of guns ".The public security organ urgently needs to carry on the deep level consummation to the police gun use,in the police use gun laws and regulations,uses the gun management,the training,the psychology construction,the public opinion public relations and so on many aspects carries on the exploration,the reform and the consummation,provides the strength support for the police legal use gun.On the basis of fully studying the theory knowledge of public relations management,the principle and nature of the gun used by the police,this paper analyzes the existing problems of the gun used by the police through four cases in China,and analyzes the causes and lessons of the problem,so as to sum up the effective countermeasures.In this paper,we find that the proportion of police official gun distribution is not low,but because of the imperfect laws and regulations,the unscientific gun management,the police fear of gun storage,the vague limits of gun laws and regulations make it difficult for the police to accurately grasp the legal norms,the lack of practical of gun training is not practical,the mechanism of police qualification examination of gun distribution hidden dangers,the society’s tolerance to police gun law enforcement reduced,and so on,some first-line police "dare not use gun,unwilling to use gun,do not use gun,do not make good use of gun ".Therefore,it is necessary to improve the relevant laws and regulations,supplement the principle of gun use,refine the conditions and procedures for gun use,clarify the legal consequences of gun use,improve the modern management level of gun use in police service,increase scientific and technological investment in hardware,strengthen the training of gun use in police service,pay attention to the psychological guidance of gun use in police service,improve the authority of police law enforcement and public image,etc.,in order to prevent and stop criminal behavior,better safeguard the life safety of police,defend the deterrent power of law,guide our police to "use gun according to law,use gun reasonably,dare to use gun,effective use gun" and better maintain our public safety.
