Study On The Current Situation And Countermeasures Of The Residency Helping Under The Background Of Targeted Poverty Alleviation

At the key point in the battle against poverty,government department at all levels elected cadres to work in the poor village,carrying out measures to help the poor villagers through establishing poverty archive and distributing poverty cards.In practice,those residency workgroup has efficiently promoted the targeted poverty alleviation.But there are still some problems impeding the poverty alleviation.Since 2015,the first working group has been worked in the poor village for two years,a new round of helping the village is being carried out in an orderly manner.Studying how to bring the working group into full play in the targeted poverty alleviation and exploring the operational mechanism of the residency workgroup have a significant influence on improving the residency helping system and building a moderately prosperous society.Based on the theory of targeted poverty alleviation,this paper discusses the concept and characteristics of the residency helping system,the concrete measures and results in getting rid of the poverty,the current problems that hindering targeted poverty alleviation,and the countermeasures to those problems,with the method of case study.This paper is contains five parts: the first part mainly summarizes the purpose and significance of the study on the residency workgroup in the village,through summarizing relevant researches at home and abroad.The second part gives a detailed explanation of the concepts and theories of the residency workgroup on the perspective of targeted poverty alleviation.In the third part,according to the author’s investigation and study at the Zeng Jia Gou Village,detailed situation and actual achievements about the poverty alleviation by those workgroup has been analyzed comprehensively.The fourth part summarizes the shortcomings of the selection mechanism of the residency workgroup and rooting at the grass-roots villages,the problems of polarization phenomenon in poverty alleviation,and systematically analyzes the reasons for those problems.The fifth part puts forward some specific suggestions and countermeasures to the problems in residency helping,that is,improving the selection mechanism,optimizing poverty support,reinforcing the foundation work,with the hope to helping the residency helping mechanism to operating more effectively,to explore an efficient and systematic methods of residency helping,so as to give great impetus to the targeted poverty alleviation.
