The Analysis Of "China’s Responsibility"

On September 21,2005,U.S.Deputy Secretary of State Robert B.Zoellick delivered a speech entitled "Whither China:From Membership to Responsibility?" speech in which "responsible stakeholders" were used to define China and"China’s Responsibility Theory" began to emerge.In the face of "China’s Responsibility Theory",China should maintain a rational and objective state of mind.Instead of criticizing and refuting it blindly,China should seize such favorable factors as "recognition of China’s development and rise" and "recognition of China’ international status and influence",constantly strengthen its integration with the international community,enhance its openness to the outside world through international financial and trade markets,use favorable rules and frame works in the international system to create a good new image of the country.To be specific,a reasonable response to the "China Responsibility Theory" can mainly start from four aspects:clarifying domestic and international responsibilities,strengthening one’s own strength,building a good national image and being a responsible big country.Among them,clarifying domestic and international responsibilities is the prerequisite for China to assume international responsibilities.It can not completely follow the "list of responsibilities" set by the United States,nor can it lose the balance between domestic and international responsi bilities.Instead,it should "give priority to domestic responsibilities,supplement ed by international responsibilities" and give consideration to domestic and intemational responsibilities.Strengthening one’s own strength is to enhance the overall national strength,thus enhancing one’s ability to assume responsibility and expanding the scope of responsibility.To create a good national image is mainly to dispel the international distorted and defamatory remarks and ideas about China’s national image and to promote Chinese deepening opening up to the outside world.Being a responsible big country is the realistic requirement of"China’s Responsibility Theory" and the inevitable result of China’s constant development and rise.
