After the end of World War II,the world entered the "Cold War Er a" dominated by the confrontation between the United States and the S oviet Union,and a bipolar pattern began to gradually take shape.In the late 1970s,the Soviet Union deployed SS-20 medium-range ballisti c missiles in western Russia and East Germany,posing a significant m ilitary threat to NATO and the United States.It is also in order to resolve the threat of an imminent nuclear war and avoid the disaster of the world’ s destruction.The United States and the Soviet Union ha ve initiated relevant negotiations on the issue of central guidance.During the negotiations,the United States and the Soviet Union playe d a huge role in easing the cold war situation,laying a solid founda tion for global nuclear arms control.The two sides formally signed t he "Guide to the Treaty" in 1987.Since the signing of the treaty,the international situation has changed with each passing day,Russia’ s strength has gradually recove red,and American hegemony has gradually declined.At the same time,the military forces of countries around the world have also developed rapidly.Until 2014,the US-Russia issue on the implementation of th e "Guide to the Treaty" once again caused controversy.The dispute be tween the two sides on the issue of the "Guide to the Guide" was incr easing,and the defects in the "Guide to the Treaty" also became incr easingly prominent.Eventually,it evolved into a full withdrawal,an d the crisis of the Central Guidance again happened again.The attitu des of the United States and Russia on the issue of "leadership" also pointed at China in an irreproachable manner,attempting to reshuffl e the issue of the leader,establishing a new order for the leader,a nd pushing China to join the multilateral leader system.At the same time,the United States and Russia lack the will to comply with the t reaty.On the issue of short-and medium-range missiles,China will f ace common pressure from the United States and Russia to hope that Ch ina will join the treaty.In addition,China will inevitably be invol ved in the future direction of the "Guide to the Treaty".China shoul d plan and respond flexibly to various crises that may occur.It is n ecessary to strengthen strategic nuclear forces and develop non-nucle ar high-tech weapons to avoid Medium and short-range missiles are hig hly dependent on it to effectively guarantee national security and re alize national interests.Therefore,on the basis of the research on the existing guidance,through inductive analysis,comparative analysis and case analysis,combined with the recent "central guidance" hotspot events,an in-dep th analysis of the disputes concerning the "central guidance treaty".At the same time,the United States has publicly proposed the G2 pla n,hoping that China will assume more responsibilities and perform mo re obligations,and this is also the case with regard to the issue of the Central Guidance,attempting to allow China to join the "Central Guidance Treaty",but China has repeatedly rejected.In this context,the trend of power transfer between China and the United States is i nevitable.While analyzing the substance of the disputes about the mi d-leadership issue,it also interprets China’ s response plan,so that the mid-leadership issue can be properly resolved.
