Looking back on the development history of various countries,SMEs have played a considerable role in the economic development.In addition,various countries have the same fundamental goals of SME legislation in their legislation.In terms of using laws to clarify the status and rights of SMEs in the national economy and various support and encouragement measures,each country adopts different methods and approaches.Therefore,the legislative direction and guiding ideology of SME laws are also different.This paper includes six chapters.Chapter Ⅰ introduces the research background and significance,analyzes the research status at home and abroad,and introduces the research methods of this paper.Chapter Ⅱ introduces the definition of SMEs at home and abroad,the classification of SME financing and the main methods of financing.Chapter Ⅲ introduces the financing policies and laws of SMEs in the United States,Japan,and South Korea,as well as the enlightenment for Chinese SMEs.Chapter Ⅳ conducts legal analysis on the three main financing issues including internal financing,indirect financing and direct financing in SME financing,and takes the internal institutional policies of the enterprise,the bank financing,the enterprise credit system financing and private financing in the new Law of the People’ s Republic of China on the Promotion of Small and Medium-sized Enterprises implemented in 2018 and the new Securities Law implemented in 2020 as the starting points.Chapter Ⅴ introduces the supporting policies and legislation,and proposes legal suggestions through comparison with the new Securities Law to solve the financing difficulties of SMEs about financing methods in China according to the new Securities Law.Chapter Ⅵ is the conclusion.
