Research Of The Prevention And Control Mechanisms Of Integrity Risks For The Beijing 2022 Olympic And Paralympic Winter Games

The Beijing 2022 Olympic and Paralympic Winter Games(i.e.,Beijing Winter Olympics)are major landmark events at an important historical juncture in China and important opportunities to show the national image,promote the national development,and invigorate the national spirit.The Chinese Government pays high attention to the preparations of Beijing Winter Olympics.Chinese President Xi Jinping,Vice Premier Han Zheng and other central leaders have made a series of important instructions for them and put forward four principles for hosting the Olympics which include clean Olympics.The concept of clean Olympics plays an important role in the preparations for Beijing Winter Olympics and should be put into practice all the time during the preparations.This study investigates the prevention and control mechanisms of integrity risks for the preparation work of Beijing Winter Olympics based on the literature research method,interview method and qualitative case study method.The study analyzes the integrity risks for the large-scale sports events and Beijing Winter Olympics,and the corresponding reasons.The clean experiences of the previous large-scale sports events are used for reference.Besides,the work experiences of promoting ethical party and government,and combat corruption since the 18 th national congress of the communist party of China are combined.The practical preparations of Beijing Winter Olympics` are also based in the paper.The mechanisms of integrity risks proposed also provide a reference for the large-scale sports events and the other work units.The main research contents are as follows:Firstly,the integrity risks for the large-scale sports events and the corresponding reasons are investigated,which provide a reference for the clean risk forecasts of Beijing Winter Olympics.In the research,the integrity risks for the large-scale sports events mainly indicate the following aspects,i.e.,the ideological and moral risk,the post responsibility risk,the business process risk,the system mechanism risk,and the external environment risk.The main reasons for the risks are related to the complex characteristics of the sports events,the decadent ideology,the social factors,the institutional construction,and the supervision mechanism,etc.Secondly,the study sorts out the integrity experiences of the large-scale sports events which include 2008 Beijing Olympic Games,Nanjing Youth Olympics,Guangzhou Asian Games and Sochi Winter Olympics.The integrity experiences include paying attention to the leading of supervisory activities,the publicity and education,the system construction,the process control,the supervision and inspection,and the procedures open.Thirdly,the study summarizes the practical experiences of building clean government and struggling against corruption since the 18 th national congress of the communist party of China(CPC)from several aspects,i.e.,politics,system,accountability,audit supervision,etc.They all provide a reference for clean Olympics.Finally,the study analyzes the integrity risks and the corresponding reasons for the Beijing Winter Olympics based on the reality of preparations.Aiming at these risks,the suggestions on the prevention and control mechanisms of integrity risk for the Beijing Winter Olympics’ preparation work are proposed,which include strengthening the party’s construction,enhancing the ability of risk prevention and control,paying attention to the top-level design,improving the system of risk prevention and control,strengthening the institutional safeguards,improving the level of risk prevention and control,paying attention to the internal and external supervision,strengthening the degree of risk prevention and control,strengthening the personnel education,creating the clean working atmosphere,insisting the reform and innovation,establishing the information-based prevention and control systems,etc.
