A Research On Performance Evaluation Of Mobile Merchants Management Policies In Huizhou City

Since the reform and opening up,with the continuous advancement of urbanization,there have been such people as “mobile merchants”.Although the existence of mobile merchants has solved some of the problems of the employment of labor influx into the city,some of the mobile merchants have also caused some negative impacts on the city’s environmental sanitation,traffic order,business order and food safety.In response to the disorderly selling of mobile merchants,on August 2,2011,Huizhou City Administration Administrative Law Enforcement Bureau issued and issued the“Measures for the Implementation of the Planning and Standardization Management of the Temporary Dispatch Area(Points)of the Flowing Merchants in Huizhou City(Trial)”.At present,the “Measures for the Implementation of the Planning and Standardization Management of the Temporary Dispatch Area(Points)of the Mobile Merchants in Huizhou City(Trial)” has been implemented for more than 7 years.This paper attempts to use the new public service theory and Dunn public policy evaluation standard theory to study the temporary business of the mobile merchants in Huizhou City.The status quo and existing problems of district(point)planning fixed point and standard management policy implementation,using the before and after comparison method to compare the effects before and after the implementation of the policy,and using the questionnaire survey and interview method to temporarily confiscate the selling area of Huizhou City mobile merchants(Point).The scientific implementation of the policy implementation,policy output and satisfaction of the planned and standardized management policies,and finally the results of the policy performance are summarized and calculated,so as to finally obtain a temporary guidance for the mobile merchants in Huizhou City.The sales area(point)plans the performance evaluation results of the fixed point and standard management policies,and proposes reasonable adjustments and improvements,so as to do a good job inthe planning and setting of temporary merchants’ hawking areas(points)for mobile merchants,further strengthen the management and services for mobile merchants,promote the standardization of urban management and law enforcement,and improve the level of urban management.A road suitable for testing the temporary planning of the mobile merchants to arbitrage area(point)planning and performance evaluation of standardized management policies can provide a reference for the selection and implementation of similar effective performance evaluation systems in other cities.
