Real estate registration is a real right system established in《Real Right Law of the People’s Republic of China 》.It means application by right holder or interested person.As a means of publicity of property rights,immovable property registration is essentially a factual act that produces judicial effects,rather than the administrative management of the registration authority.Since the city has implemented unified registration of real estate,it will apply for a set of immovable property rights certificates in the past,including:real estate certificates,land certificates,and deeds,were integrated to require only one immovable title certificate.The benefits brought about by such reforms have changed the separate management of real estate and land in the past and changed to the current unified management.This also greatly improves work efficiency,saves costs,and achieves people’s satisfaction.In order to In-depth practice the people-centered development thinking,in accordance with the masses and enterprises to the government "Run once atmost" Concept and goals,A "streamlined,convenient and efficient" as the basic principle,we will comprehensively promote the reform of "Internet +government service" of the administrative service center,explore and implement a new mode of government affairs service.In 2017,the city further promoted the reform of "Run once at most".The introduction of this reform will further integrate the deed tax department into the real estate registration window,the applicant does not have to run the deed tax department once again,it only needs to go to the real estate registration department once to apply for the immovable title certificate.The study found that real estate registration,if it wants to smoothly achieve“Run once at most”,needs to be improved through the following aspects:change of ideas,optimization of processes,change of organization,and support of policies.The city’s real estate registration "Run once at most" has been implemented since the implementation of the reform,the government’s awareness of service has been significantly improved,organizational reform has also achieved initial results,the initial realization of information sharing,the registration process has also been optimized to a certain extent.Although the real estate registration work has made breakthrough progress,there have also been many practical difficulties,making some real estate registration items have not yet achieved "Run once at most".The reasons are mainly the following four aspects: First,the organizational reform is not in place;Second,information sharing has not been fully realized;Third,the policy is not refined;Fourth,theprocess optimization is not enough.This article starts with the status quo of real estate registration "Run once at most" in the city,combines actual practical experience,and analyzes the obstacles encountered in the implementation process with cases.The following four recommendations are therefore derived: First,strengthen the reform of the organizational structure;Second,Expand the dimensions of information sharing;third,Formulate refined policies;Fourth,Optimize the registration process.The suggestions presented in this paper can overcome the difficulties faced by the city in realizing the "Run once at most" process in the real estate registration,and can also provide reference for the smooth implementation of "Run once at most" in Zhejiang and even in the whole country. |
