| As one of the organizations with more frequent international contacts,CSXC units are becoming more and more important in China’s global shipbuilding industry and maritime power.Under such circumstances,with China’s propose to strengthen and improve its foreign affairs administration,the requirements of CSXC units’ on its abroad on public duty will be further regulated.Based on this issue,the original CSXC units’ process of foreign affairs administration will be re-examined,especially the processes of abroad on public duty,has not adapted to the higher authorities on national foreign affairs administration requirements.Including the original procedure and the relevant personnel chimerism,the operation system and other major causes may reflect the units’ contradictions.Based on the theory of business process reengineering,under the framework of the national foreign affairs administration system,this paper proposes to study the reengineering of CSXC units’ abroad on public duty process.The purpose is to make the management of CSXC units’ foreign affairs in the line with the national regulations for abroad on public duty,and create a good condition for China’s shipbuilding industry worldwide.By reengineering the process,we are looking forward to release the cause of nonstandard public outgoing and increase the units’ working efficiency,also to laid a solid foundation for the success to the China’s foreign affairs administration regulations.This paper conducts a qualitative and quantitative research on business process of abroad on public duty by means of questionnaire survey,employees interview and so on,sorting out the status quo and the main problems existing in abroad on public duty process,and reengineering it with the business process reengineering theory.By allocate the work distribution of the foreign affirs staffs,reduce the similarities and shorten the processing time;through the establishment of information technology,building a platform for public abroad information;ensuring the smooth operation on the basis of the process,diversify and make more complete.The study shows that through the reengineering of business processes and combining the advantages of information technology,the units’ staff can clearly perceive the speed of acceleration of the exit clearance.Not only is the information as the submitted materials reduced due to the optimization of informatization and foreign service job content,but also the process of abroad on public duty reduced from 15 steps to 10,most of the performance of the process had effectively improved.The work of the foreign affirs staffs’ had re-divisioned;guide the organization to a flat development and make a useful exploration for establishing a new business process flow pattern.However,in the process of reengineering,the change of personnel caused by the progress will make the employees resist the reengineering process and or even sharpen their antagonism.Therefore,we should communicate with senior leaders,train employees and decide the participation degree of users and customers at the beginning of process reengineering,so as to ensure the successful implementation of reengineering.Based on the research,the process of reengineering abroad on public duty is no longer confined to the internal departments or the dynamic process of the business.Instead,it is a systematic project that needs reengineering objectives,Organizational structure,system security,human resources,information technology and other aspects of the comprehensive system.The new process needs to be tested,evaluated,and constantly debugged in order to confirm whether the new process is consistent with the set goal. |
