The community is the epitome of the society,and the public affairs of the community are complicated.The report of the 19th CPC National Congress proposes to promote the construction of community governance system,realize the benign interaction of government governance and social adjustment,and residents’ autonomy.The importance of community governance in the new era is self-evident,and what kind of governance logic is the key content.Existing studies and theories are mainly interpreted from a single logic.This interpretation relatively in-depth and specific interpretation of a certain aspect of community governance.But it also has the cognitive logic single and one-sided.But more researches and theories are based on some logic of urban community action in China.The author believes that the single theoretical interpretation certainly has its advantage,that is,it is a specific,in-depth and meticulous interpretation of the logical facts of a certain aspect of the community.But it also has a natural disadvantage,that may result in a single and one-sided understanding of the logic of community action.Based on the basic starting point of multi-logic interpretation of multiple facts,this paper focuses on the action logic of Chinese urban community,and analyzes in detail three main action logic of Chinese urban community,taking the urban community of China as the research object and taking the action logic of the urban community of China as the research focus.This paper attempts to explore the boundaries of benign interaction between various action logic in the community field,namely administrative logic,charity logic,self-organizing logic,and from the scope of application,the role relationship between subjects,and the operation mechanism.The four dimensions of utility boundary try to incorporate the three main action logic of urban community into the analytical model.The administrative logic is mainly applicable to the community administrative affairs,which takes effect on the basis of the subordinate and subordinate relations within the system,together with the operational mechanism of administrative logical tasks and accountability.So the government and its agencies were able to assign administrative matters to the community residents’ committee by order,and the community residents’committee would try to complete its instructions.As an outsider,the government and its community are unable to control their positions and salaries,so the community administrative logic is not valid for the residents.Charity logic is mainly aimed at the disabled in the community,that is,the residents who are completely incapacitated.In the logic of community charity,the government,the community,the social service,There is a"give-depend" relationship between caring persons and the assisted residents.The application of this logic to the residents who are capable or not completely incapacitated may lead to rational speculation among the residents.The scope of application of community self-organization logic is mainly residents’ self-government affairs.In this logic,the relationship between government,community,professional social organization and community residents forms a guiding-participating relationship.As an ecosystem,resident autonomy needs organic combination of internal elements and external environment,and its key is to stimulate residents’ subjectivity.It is found that in most urban communities,community administrative logic and community charity logic are more prevalent.The logic of district self-organization is weak or even lacking,which leads to the dilemma of community governance.In order to promote the formation and operation of community self-organization logic,it is necessary to fully respect the wishes of residents,mobilize the initiative of residents to participate in community action,and establish and perfect the community incentive mechanism to maintain the permanence of residents’ participation.The conclusions of this paper are as follows:the complex facts of the community need to be interpreted by pluralistic logic,the benign interaction between the pluralistic logic of the community has boundaries,the government should recognize its own responsibility and speed up the transformation to a limited government,Poverty alleviation is not charity,it is necessary to transform to "supporting wisdom" and"supporting will",residents" autonomy is like an ecosystem,the core of which is residents’ subjectivity.
