The community is the most basic management unit of a city,it is also the activity space and basic unit of community residents’ self-service,self-management,self-education and self-development.A community is a specific area in which people with intimate relationships and a high degree of belonging are living.The degree of community participation of residents is one of the important factors reflecting the level of community autonomy.In the construction of a community,only the residents can participate in a wide and active manner,in order to effectively play the role of the community’s own resources,to promote the healthy and sustainable development of community construction.This paper takes the community residents’ participation path as the research topic.Several specific issues of the thesis research are included:What are the reasons for the lack of participation of community residents and how to promote the participation of residents’ communities.To this end,the author conducted a survey on "Public Welfare Fund Crowdfunding Council"project of the W community in S Street,Wuchang District,Wuhan,collected some relevant information of the W community,conducted in-depth interviews toward community workers and community residents,and participated in the project on the spot.The planning and operation process has a comprehensive grasp of the operation of the project,and also made a rational judgment on the residents’ participation in the W community.Insufficient participation of residents’ communities has always been a topic of common concern.The lack of residents’ participation has seriously restricted the process of urban grassroots social governance.This paper selects the W community in Wuhan,based on the empowerment tool,and discusses the reasons for the lack of community participation among residents,and draw a conclusion that there are three reasons for insufficient participation:The blurring of the boundaries between government executive power and community autonomy;the conflict between community resources and community responsibilities;low community participation and participation,lack of participation,initiative,organization and sustainability.Combined with the W Community’s "Public Welfare Fund Crowdfunding Council" project,it can be deduced that the combination of external empowerment and internal empowerment is a feasible path to promote the participation of residents’communities.On the basis of discussing the development of the project,it demonstrates that institutional empowerment at the government level promotes the development of the community and the growth and capacity building of residents.This is the primary thrust of residents’ participation;at the community level,within the jurisdiction of the community,resource integration can meet the needs of residents better and also is the key to the participation of residents’ communities.Technical empowerment of professional teams is a way for residents to get the right way to participate in community affairs,and is an important condition for residents’ participation in the community;Psychological empowerment and self-action empowerment can promote residents’awareness of community subject consciousness and make community participation a reality.Therefore,the paper draws three conclusions:First,external empowerment is an effective way to promote the participation of residents’ communities.Second,internal empowerment is an endogenous path to promote the participation of residents’communities.Third,the combination of external empowerment and internal empowerment is a feasible path for residents’ community participation.On this basis,new discoveries have also been concluded:the process of community residents’participation is also the process of continuously integrating community resources and a feasible way to discover more excellent community leaders.
