| After the formal establishment of diplomatic relations between China and the United States in 1979,the United States and Taiwan also lost contact with the,official" channels.From direct to indirect,it continues and develops in a flexible and diverse form of "lobbying".The Taiwan authorities have actively carried out various channels to lobbying the US Congress.For exampleused the media、think tanks、political public relations companiesand Japanese parliamentarians.The Taiwan authorities regard "the lobbying of the United States" as an important part of the continuation and development of US-Taiwan relations.The Taiwan lobbying group has also become an important force in the US Capitol Hill.It has created many troubles for the development of Sino-US relations and the resolution of the Taiwan issue.It has also affected the decision-making of US policy toward Taiwan in a certain period and extent.This paper mainly discusses the lobbying activities of Taiwan lobbying groups from 1990 to 2004 and its impact on US policy toward Taiwan during this period.This article will focus on three core questions:Who is lobbying?How to lobby?The result of lobbying?Discussing the congressional actions that Taiwan’s lobbying can promote,and also preliminary analysis of the gains that such actions have brought to Taiwan,that is,the bias in the US policy toward Taiwan.At present,most of the literatures on lobbying activities in this period are cut into static perspectives,and the lobbying is placed under the framework of Sino-US relations,ignoring the subjective initiative of lobbying.However,lobbying itself is a dynamic and evolving process.Therefore,the innovation of this paper lies in the fact that on the one hand,through the vertical and horizontal combing,to understand the development and changes of Taiwan’s lobbying groups and internal composition,to grasp the general rules of its activities;on the other hand,to integrate the lobbying into specific Analyze in the case.Understand whether Taiwan’s lobbying behavior on these issues has affected the change of attitudes of members of Congress,speeches and even proposals.What other factors may increase or limit the effectiveness of lobbying for Congress.Through the combination of literature interpretation and case analysis,we will dig deep into the"penetration" of "lobbying" on US policy toward Taiwan.However,the sensitivity of the issue itself and the multiplicity of Taiwan’s lobbying channels will make it impossible for Congress to form a consensus on the Taiwan issue.Therefore,the lobbying itself can have a limited impact on the US policy toward Taiwan. |
