In recent years,with the rapid development of digital,network and communication technology,the new media demonstrates a new form which is obviously different from the traditional one.Under the background of the continuous transformation and optimization of China’s economic structure,the new media industry has been integrated into all fields of social economy and people’s livelihood in our country.Under this background,city image promotion film of the new media makes use of the audio-visual advantages of short space,concise content,easy to understand and diversified forms of expression,so that the audience can still remember the city image.The property management industry is one of the most concerned issues of people’s livelihood in Xi’an.Through the research on the creation method of the promotional film of Xi’an property Management regulations,this thesis takes advantage of the easy-to-understand way of city image promotional film of the new media to let the public understand a series of contents,such as the responsibility,management scope,service mode,and superior administrative units of the contents of Xi’an property Management regulations.At the same time,this thesis combines animation,advertising,news,radio and television choreographers and other methods for comprehensive creation by the city image publicity way of the new media in order to explore the creation methods of policy city image promotional films.The first part of this thesis expounds the research background and significance of the promotional film creation of Xi’an property Management regulations,and analyzes the current situation of domestic and foreign promotional film creation and theoretical research by reading,sorting out and summarizing.And the research methods used in this study are introduced.The second part studies the overview,functions,performance types and creative techniques of the city image promotional film,and fully explains its form of expression through the case analysis of the excellent city image promotional film,which paves the way for the next step of practical creation through the introduction of the previous excellent city image promotional film creation steps.The third part mainly summarizes the creative background,content and form of expression of the promotional film of "Xi’an property Management regulations".Thus,it extends the case selection,narrative structure and style setting of the early creative conception of the promotional film of Xi’an property Management regulations.The fourth part introduces the creative practice of the promotional film of "Xi’an property Management regulations",which respectively designs the lens of the picture;the promotional film uses the artistic techniques of lens language,auditory language,emotion and atmosphere rendering;the packaging methods of editing and special effects are described.The fifth part summarizes and prospects the practical creation of the promotional film of "Xi’an property Management regulations",and summarizes the research methods and innovation of the works,so as to look forward to the significance of the creative achievements.Through the academic analysis and research on the characteristics,functions,development status,types and creative methods of the city image publicity film,this thesis creates the promotional film of "Xi’an property Management regulations".In the study of creative theory,the planning of promotional films,artistic expression techniques,editing and the use of special effects are analyzed and sorted out.Through the summary of creative techniques,it plays a certain reference role in the creation of the same type of promotional films.
