At present,the development mode of urban culture is more comprehensively and deeply promoting the "culture +" stage.On the one hand,urban culture penetrates into various fields of industrial economy,such as tourism,media,science and technology,finance and agriculture,forming various modes of culture + tourism,culture + media,culture + science and technology,culture + finance,culture + agriculture,and emerging new industries,new formats and new businesses On the other hand,the scope of urban culture has spilled over the industrial economic circle and started to enter the areas of community development,education development and other public services for people’s livelihood,which effectively drives the development of modern cities in the broader and deeper dimensions of environmental improvement,social governance and citizen cultivation.The above phenomenon promotes the urban culture strategy to leap to the stage of urban theme culture strategy.The strategy of urban theme culture is faced with great challenges,that is,how to coordinate and promote the dialectical unity of "one / more"--the concentration of theme and the ubiquity of resources,the prominence of image and the generalization of scene,the dominance of city managers and the diffusion of relevant stakeholders.Therefore,how to correctly deal with the dialectical unity of "one / more" and present the landscape of co construction and sharing is the core proposition of modern urban theme culture strategy.This paper takes the vivid practice of building "Tianfu culture" in Chengdu as a typical case,aiming at the development vision and dilemma of the city theme culture strategy,through empirical research,literature research and theoretical application,combs the methods and measures of Chengdu theme culture in connotation forging,resource integration,scene building,etc.,and focuses on the "top-down government led and bottom-up" strategy Based on the three force model of "communication force","integration force" and "driving force",this paper refines the construction experience of "Tianfu culture" in Chengdu.Among them,"communication power" does not refer to the effect in specific communication,but refers to the supporting effect that the connotation forging of theme culture can provide for its recognition,communication and transformation;"integration power" refers to the vision of top-down co-construction,which can realize the activation of multi-dimensional resources and the participation and mobilization of multiple subjects under the effective instigation of "government led" "Driving force" refers to the sharing vision from bottom to top,focusing on the "life world",and through the demonstration,participation,derivative and other driving forces of scene creation,opening up the "last mile" between urban cultural enjoyment and people.It is expected that the construction experience of "Tianfu culture" in Chengdu extracted in this paper can provide some reference for some cities in China who are worried about how to give full play to the development efficiency of urban culture and urban theme culture.
