| In recent years,with the progress of the times,rapid economic development and technological updates,people have moved from the pursuit of material life to the pursuit of spirituality.At the same time,the entertainment industry has flourished,and the phenomenon of "pan-entertainment" brought about unprecedented changes to China’s cultural and entertainment industry.The "fan economy" has emerged,and a new circle called the "fan culture" has been created.The chaotic situation brought about by the rice circle culture has become a pressing issue for policy makers.This paper uses a multi-stream theoretical framework to analyse the problematic,policy and political streams in the process of the policy agenda for the management of cultural chaos in China’s fan culture,as well as how to open the window of policy and the coupling of the three streams,to summarise the process of the introduction of policy for the management of cultural chaos in China’s fan culture.In the process of policy coupling,the formation of public opinion on the issue,the intensification of the game of interest groups,the attraction of the attention of policy-making leaders,the acceleration of the process of governance decisions,and the increase of effective institutional channels for reflecting interests,all accelerated the focus of the issue to the government’s attention in order to put it on the policy agenda.The case study of Xiao Zhan’s "227" incident reveals that the process of establishing a policy agenda for the management of cultural chaos in China’s fan culture is plagued by irrational behaviour of fans and the lack of government supervision in cyberspace.In this regard,the policy agenda for the management of the disorder in the fan culture should be optimised in three aspects: grasping the source of the problem and identifying the policy issues;sorting out the source of the policy to build a good ecosphere;and creating a favourable atmosphere with the help of the political source. |
